Study On The Implementation Of Precise Poverty Alleviation Policy In Datun Town,Gejiu City

The implementation of public policy plays an important role in public management.The implementation of public policy is not only related to the realization of policy objectives,but also to the quality of public management.It took a lot of energy to develop a public policy.Only through the implementation of the effect can we test the success of the policy formulation,and only through implementation can provide reference and basis for the follow-up policy.Poverty is an unavoidable issue for any developing country.It is not only related to the level of development of the country and the happiness of the people,but also to the legitimacy of the government.After more than 30 years of hard work,China has made remarkable achievements in poverty alleviation work and provided a powerful reference for the development of poverty alleviation in the world.In order to build a well-off society in an all-round way at an early date,a precise poverty alleviation policy came into being.As an important measure of national poverty alleviation work,its importance is self-evident.In this macro context,the public policy is used as a research perspective to analyze the precise poverty alleviation policy of Dagu Town in Gejiu City,to analyze the implementation of the precise poverty alleviation policy at the grassroots government level,and to integrate the implementation of the policy with the Smith policy implementation process as a model.Provide reference for the development and improvement of the follow-up precision poverty alleviation policy.In the survey,it is found that there are four main problems in the implementation of the precise poverty alleviation policy of the grassroots government.The first is that there is a certain ambiguity in the policy itself,which leads to deviations in policy implementation.The second is the grassroots government and the village committee it leads as the policy enforcement agency.There are limited resources such as capital and manpower,excessive pressure on poverty alleviation tasks,low coordination between various departments,and problems in the positioning of grassroots cadres to the precise poverty alleviation policy.The third is the target group's access to poverty alleviation information and resource differences.Farmers have problems with the "participatory"approach to precision poverty alleviation.The fourth is environmental factors.Some poverty alleviation projects are mutually exclusive with the rural natural environment,and the poverty alleviation policy is negatively affected by the small-peasant ideas and egalitarian ideas in rural society.These are the reasons for the deviations in the implementation of the precise poverty alleviation policy.Based on the Smith policy implementation process model,this paper analyzes the precise poverty alleviation policy from four aspects:policy itself,implementing agency,target group and environmental factors,and proposes specific recommendations based on the corresponding issues.To solve the dilemma of precise poverty alleviation in theimplementation of grassroots government,at the policy level,it is necessary to strengthen policy normativeness and consider the needs of different groups,increase the financial and human resources of poverty-stricken areas,strengthen the linkage of various departments and policies,and pay attention to farmers.Follow-up development.At the institutional level,the performance appraisal system should be improved,the incentive system should be strengthened,the burden of grassroots cadres should be reduced,and the supervision mechanism should be improved.In terms of rural governance,it is necessary to strengthen the education of village-level cadres and farmers,transform their ideas,and combine poverty alleviation with wisdom.
