"Social exclusion" was first proposed by the French scholar Rene Lenior in the 1970s.It is considered a vague,multi-perspective and marginal concept and can be defined in various ways.In this study,we refer to the process in which members of society want to participate in society as citizens but are prevented by social factors beyond their control.This process leaves these individuals with little access to work,income,education,and training,and being unable to participate in society,as well as community networks and activities.Urban residents living on minimum subsistence allowance is a social group that receives difficulties in living in the city due to various reasons and accepts the assistance from urban residents' minimum living security system(hereinafter referred to as the "minimum security system").The lack of income is their typical economic characteristics.In addition,they are disadvantaged in terms of employment,housing,education,and social interaction.When we focus our attention on this group of people,we have a question as to whether or not they can participate in social activities according to mainstream social methods after receiving assistance from the minimum living guarantee system and other related special assistance such as medical,education,and housing assistance.Are they faced with social exclusion?Is the social exclusion issue likely to exacerbate income poverty?If there is social exclusion,how can it be reduced or even eliminated?This study attempts to answer the above questions.On the basis of constructing the social exclusion measurement index system and using the indicator system as the analytical framework,the issue of social exclusion of urban residents living on minimum subsistence allowance from Wuchang district of Wuhan was examined from the three dimensions of economic exclusion,political exclusion,and social exclusion,and a multiple regression model was established to explore how does the exclusion of the various dimensions further lead to poverty?Empirical studies have found that low-income groups are not only poor in income,but also face social exclusion in employment,housing,education,and social participation;low-insurance groups suffer from internal and external exclusion in the labor market,and less acceptance of job introduction and employment training also leads to poverty;lack of housing ownership and narrow housing space can lead to poverty;good relationship with community officials can help reduce poverty;low attention to social assistance systems can lead to poverty;small social networks,few contacts and help from friends lead to poverty to a certain extent.In other words,although the urban residents living on minimum subsistence allowance has received the assistance of the minimum living security system,they still suffer social exclusion and cannot participate in normal social life.In order to eliminate the social exclusion and to promote social integration,this paper propose countermeasures from the three levels of the country,society and family:firstly,the goal of the minimum security system changes from satisfying basic survival needs to anti-social exclusion;secondly,it is important to promote the people with labor ability to work;thirdly,what should be done is to increase the voice of the urban residents living on minimum subsistence allowance;fourthly,it is necessary to provide multiple social support,such as to provide family support services,to build a heterogeneous social network,and to strengthen community social support.
