Study On The Supply And Demand Of Community Home-aged Care Service In Xi'an

Our country entered the aging society in 2000,which has the characteristics of large population base and fast aging.The pension problem has always been the focus of social attention.The traditional way of family support for the aged has been constantly disintegrated under the influence of the social background such as the miniaturization of family structure and the acceleration of population flow.There are inherent disadvantages of institutional support for the aged,which makes the problem of supporting the aged increasingly prominent in China.Under such social background,our government has been improving the pension service system.In recent years,it has turned its vision to the mature "community care" in western developed countries,and initially explored a community-based home-based pension with Chinese characteristics.Community home-based elderly care service is the specific implementation strategy under the community home-based elderly care mode,and the matching of supply and demand is the core link of the development of community home-based elderly care service.Based on this,based on the perspective of supply and demand,this paper selects the pilot city Xi'an as the research object,adopts the way of on-the-spot investigation,and uses quantitative and qualitative research methods to analyze the supply and demand of community home-based elderly care service in Xi'an.To investigate the current situation of supply and demand,firstly,according to the planning strength and aging degree of community home-based elderly care service in Xi'an,five representative areas are selected to understand the demand willingness of the elderly in the community for life care,medical care,legal aid and spiritual comfort services by means of questionnaire,and 10 items may cause demand willingness are selected Through regression analysis,we find that the elderly in Xi'an city have a high level of desire for community home-based elderly care service,and because of different individual characteristics,the specific service items are significantly different,so the demand is diversified.On the other hand,starting from the current supply situation,on the basis of understanding the relevant policies and systems of Xi'an communityhome-based elderly care service,through interviews and on-the-spot observation,we can further understand the supply status of community home-based elderly care service.Through the comparative analysis of supply and demand,it is concluded that the current supply and demand mismatch problems are mainly manifested in four aspects: the imbalance between the total supply and demand of pension services,the imbalance between the limited service content and the demand diversification,the imbalance between the insufficient supply of service personnel and the satisfaction of the demand willingness of the elderly,and the imbalance between the supply level and the idealized demand of the elderly.However,the above imbalance between supply and demand has nothing to do with the fact that Xi'an community home-based elderly care service is in the pilot exploration period,because the diversified supply subjects have not been established,the relevant policies and systems are not perfect,and the elderly service personnel are short for a long time,which makes the current supply level difficult to keep up with the demand level.Therefore,this paper strives for effective supply based on demand,and puts forward four feasible suggestions for improving the matching degree of supply and demand.First of all,the community home-based elderly care service system with balanced supply and demand must be supported by stable and diversified supply subjects.Secondly,on this basis,we should pay attention to the needs of the elderly as a guide and establish a sound demand evaluation mechanism.Thirdly,improve the function and professionalism of the management personnel,cultivate the team of elderly care service personnel,and solve the problem of lack of personnel,which hinders the comprehensive and high-quality supply of community home-based elderly care services.Finally,from the perspective of the demand side,rationally guide the elderly community home-based care service demand,and promote the elderly to actively participate in the construction of home-based care service.
