An Analysis On The Capacity Building Effect Of Third-Party Evaluation Institutions Under The Background Of Government Purchase Of Social Services

The purchase of social services by the government broadens the channels for social forces to participate in social affairs and public governance,and promotes the transformation of government functions.However,at present,as a buyer,the government can not play a unique role in the professional.The laws and regulations on the purchase of social services by the government have not yet been improved,and“experiential” guidance has become the most common way of guidance for government executives.However,the actual situation of social organizations undertaking services is complex and changeable,and guidance cannot be comprehensive.The third-party evaluation institution of government purchasing social service evaluation emerges as the times require,and the government gradually transferred its supervision and supervision functions to it.Due to the late start of the third-party evaluation of the domestic government's purchase of social services,most of the third-party evaluation institutions are still in the exploratory stage of development.In the process of evaluation,the problem of capacity building of evaluation institutions gradually highlights,affecting the final evaluation effect.In order to improve the professionalism of third-party assessment agencies and ensure the independence of third-party assessment agencies,it is urgent to analyze the effects of capacity building of such institutions and discover the general law of capacity building of such institutions in order to improve capacity.Based on the evaluation index of the third-party evaluation institutions of capacity building,the author focuses on the four ability structure dimensions of professional and technical ability,self-management ability,communication and coordination ability and policy adaptability,analyzes the current situation of the capacity building of L organization in W City,and finds that the space for staff's career promotion is limited,the implementation of supervision and training is blocked,the institutional system binding force is weak,supervision is missing,communication is not smooth and evaluation is not smooth The imperfection of evaluation policies and laws is an important factor to promote the plight of third-party evaluation institutions.From the analysis of four kinds of influencing factors,the author puts forward the following development suggestions: we should improve the internal supervision and evaluation mechanism,strengthen the construction of talent team,optimize the internal governance structure,eliminate the incompetent employees,open up communication channels,improve the efficiency of communication andexchange,maintain independence,and promote the third-party evaluation mechanism to effectively participate in the social system reform and social governance innovation.
