How to improve third-party evaluation?The development of services and the formulation of related policies have a long-term impact.This article takes field theory and resource dependence theory as the theoretical perspectives,interviews purchasers,appraisers,project parties and service targets by investigating the government 's purchase of social services through on-site participation in observing the daily organization operations and project evaluation work of agency X in city S.The independence of third-party institutions.Analyze the implementation situation of the third-party agency evaluation of government purchasing social services,discuss the status of independence of the third-party agency evaluation in the specific project evaluation process,and sort out the current independence predicament of the third-party agency evaluation.The research finds that third-party institutions not only have professional and independent strengthening dilemmas,but also have behavior-oriented bias dilemmas,form-independent dilemmas,and resource-dependent survival dilemmas.Attempt to propose optimization strategies to promote the independent development of third-party assessment from the perspective of third-party subjects,resources and ecological environment,enhance the professionalism of third-party institutions,increase the sources of resources,implement legal systems,build third-party institutions and government and social organizations And the benign interactive field of the public to enhance the independence of third-party assessment agencies,and then promote the development of social services and social policy innovation.
