In the context of continuous social and economic development,the gap between the rich and the poor in society is obviously widening.Both the number of vocational colleges and the number of students are showing an increasing trend of development,and the gap between their size and that of ordinary undergraduate colleges is also obviously narrowing.Students in higher vocational colleges because of the many originate from some remote mountainous areas,rural and poor family education background,which makes compared to undergraduate course and key colleges and universities,the proportion of poor students is bigger,higher poverty rates,and compared to undergraduate students,less ability of vocational students,cultural quality is lower,both in the mode of training purpose and also there are many differences.At present,foreign scholars have explored and studied the theory,operation mechanism and management system of the funding work,and these research results are worthy of our reference.However,when domestic scholars study the financial aid for poor college students,many of them are macro studies,and there are few studies from the micro perspective,many in theory and few in practice.In jiangsu higher vocational colleges run by the local Q school as the research object,on the basis of the data collecting and combing the preliminary understanding of university funding work related research status at home and abroad,and through the questionnaire survey method for the Q school funding policy implementation present situation investigation,based on the status of the specific analysis its reason,through analyzing problems mainly include: Student loan implementation does not reach the designated position,poor recognition accuracy lack,lack of scientific allocation of funds,funding and educating function is not significant,then put forward the countermeasures and Suggestions of strong pertinence,perfect the national student loan management,to establish reasonable recognition mechanism,improvement of the poor students scholarships for poor distribution system,to achieve funding education function of moral education.Possible innovations of this paper :(1)the research perspective is relatively new,starting from the implementation of the financial aid policy of higher vocational colleges in jiangsu province,and based on the existing policy system and policy objectives,this paper discusses the financial aid issue.Through the study and analysis of the current situation of the case institutions,the problems in the implementation of the current funding policy are summarized,and then scientific and reasonable countermeasures are proposed.(2)the research method is proper,the analysis of the current financing work in higher vocational colleges and explanation,to higher vocational colleges in jiangsu province as typical cases to carry out in-depth research,literature research method,case method,questionnaire survey methods,such as for poor students to collect information data,the present situation of the funding for poor students of higher vocational colleges is analyzed,from the policy,the policy itself,and the policy target population aspects and so on has carried on the system analysis,reflect the case reality.
