Research On The Improvement Of The Supporting Policy System For Private Higher Vocational Colleges In Shanghai

Since the reform and opening up for more than 30 years,the people's demand for higher education resources is higher and higher.In order to meet the educational needs of the people,private education has made great progress.In the context of the popularization of higher education,private higher vocational colleges,as an important part of private colleges and universities,can not only relieve the employment pressure,but also enrich higher education resources and promote the implementation of fair education.It plays an extremely important role in the field of higher education in China,and is an important force to promote the development of China's education.In this paper,by introducing the development process of private higher education in China,we can draw a conclusion that for private colleges and universities,their development and progress also benefit from the support of policies to a certain extent,and the development space of private colleges and universities is also closely related to various supporting policies.Combined with the principle of "who benefits,who bears",it is not difficult to see that with the continuous promotion of private higher education,the government has become the biggest beneficiary under the background of this education system.Secondly,the educated and even the whole society can also benefit from it.Therefore,for the government departments,it must fully support the development of private higher education,to ensure that this kind of education can achieve sustainable development.In recent years,the central government has issued a series of laws and regulations to regulate and support private higher education,and the Shanghai municipal government has also formulated corresponding supporting policies.However,in the actual operation process,there are still many problems in the development of private higher vocational colleges,and the implementation effect of the policies is not satisfactory.Therefore,the author combines his own working experience in Shanghai D college and takes Shanghai D College as an example to study the government support policies in the development of Private Higher Vocational Colleges by using the methods of literature research,comparative research and investigation.Starting from the theory of quasi public goods,the theory of higher education cost sharing and the theory of educational equity,this paper makes an in-depthanalysis of the policy support obtained by private vocational colleges,analyzes the role of policy support in theory,and expounds the significance of policy support from the perspective of economy,public welfare and law,and points out the necessity of policy support.Combined with the policies of our government in supporting private colleges and the development history of these support policies,through the case study of Shanghai D college,this paper deeply explores the policies of Shanghai municipal government in supporting private higher vocational colleges,analyzes the existing problems of Shanghai municipal government in this respect,and puts forward ideas and suggestions for solving these problems In order to promote the sustainable development of Private Higher Vocational Colleges in Shanghai,we should establish a scientific and reasonable policy support system,standardize and innovate the policy implementation effect,and optimize the policy implementation environment.
