Since the 20 century 80 years,Chinese private education at the national regulation and policy related support and encouragement to flourish.The rapid development of private education in compulsory education stage breaks that national unified holds the traditional model of public schools and effectively meet the needs of diverse groups of people in education.What's more,it eases the tension in parts of the state of degree and increases the supply of funding for compulsory education.As an important driving force of private education –private teacher,whose salary is the key of private education and private schools to develop healthy.So this article clarifies the private elementary and middle schools teachers of nearly twenty years of wage policy from national,Guangdong Province and Guangzhou City‘s characteristics and trends.At the same time,combining with wage labor theory of economics,it empirical research status of private elementary and middle schools teachers' salaries in Guangzhou City and analyze problems and causes of Guangzhou City private elementary and middle schools teachers' wage policy.Then,it improves policy recommendations put forward on this basis.The thesis is divided into five parts:The first section is the introduction.It introduces the origin of topic,and clarifies the content,methods and core concepts.Finally,it summarizes the literature research about private teachers' salaries at home and abroad.The second part is analysis of the theoretical foundation and realistic basis.It clarifies and analyzes the Wage Theory of Labor Economics,with its perspective to analyze Guangzhou primary and middle private School Teacher's human capital contribution to the economy of the community.The third part is a text analysis of policy.From the three levels of Central Government,the Guangdong Province and Guangzhou City,it clarifies private primary and secondaryschool teachers in China more than 20 years of wage policy characteristics and trends.Under the current policy text analysis,private teachers and public teachers enjoy the same legal status and power,what's more,the relevant national authorities decentralized management at different levels of private teachers,by employing contract agents and establishment of personnel archives management,creating a system-wide staff salary accounts,wage growth mechanism and set the minimum wage.At the same time,the government should set the education special funds for the payment of private teachers from teaching subsidized,and all kinds of private schools are required by law to purchase social security health insurance to private teachers.I believe that country's next step will be to refine and increase the supervision of private teachers' legal rights,and then it will establish a sound private teachers file management system to ensure that efforts to implement the policy of private teachers to strengthen management and improve the overall quality,and increased private teachers from teaching subsidized,efforts to raise private teacher wages,improve the private teachers' social security system and retirement benefit.The fourth part is the empirical research and analysis of the causes of cases.According to the country's policy and labor economics principle of private school teacher's salaries survey and empirical research,studies show that private schools teachers' reasonable overall quantity,but the teacher-student ratio is too high and the teachers' quality needs to be improved,moreover,getting younger and younger.The wage structure of private elementary and secondary school teachers is reasonable,but due to widespread social awareness of bias,and private school internal operation lacks optimization mechanism and the specification degree not high,and private teachers wage income source single,and private teachers team quality uneven,and private teacher wage regulations and policies may not be implemented and so on,resulting in low wages and development unbalanced.Private teachers 'salaries in the public teachers' salaries 1/4 to 1/2 lower than the average wage of all walks of life,andfinally lead to a higher turnover rate.Authorities absence funded,private teachers have not high degree of social security.The fifth part is the policy recommendations.Combination of theoretical and empirical analysis of the conclusions,the author put forward policy recommendations to improve teachers' salaries in Guangzhou private schools issue.
