The study of public economics at home and abroad, based on the research ofpublic service and public products are common, compulsory education, public healthand basic health care and social security are belonging to the category of basic publicservices, especially, the compulsory education of quality about people, with theoverall direction of economic development in our country, urban and ruralcompulsory education stage of education and its education has gradually become themasses of the residents is one of the most importance public services. Education in thestage of compulsory education resources supply functional definition still existimbalance, with the continuous development of economic level changes, thetraditional system of compulsory education has not completely conform to the trendof the economic trend.Compulsory education is a big problem about the basic livelihood of people,people life level and the government supply basis for compulsory education are thescope of the functions of the government’s basic bottom line,"twelfth five-year"planning system explicitly pointed out reasonably define the central government andlocal government about the division of powers and responsibilities, function scopebetween the governments at all levels of law enforcement provisions. Countries willcontinue to increase the function of the central and provincial government incompulsory education expenditure, strengthen its proportion in the governance andfinancial power, appropriate project introduced legislation to ensure theimplementation of "twelfth five-year" plan. In the process of building a service-orientedgovernment, the new management idea to surpass the previous new publicmanagement theory, the government should shoulder the responsibility of themacroeconomic regulation and control and direct supply; In content mainly differsfrom economical society construction, focus on the social management.
