Since the reform and opening up,it has greatly promoted the development of our country's non-governmental preschool education,meanwhile,the problem of the lack of resources in public parks has been solved,which is of great practical significance to the development of preschool education.However,private preschool education also faces many problems,such as the quality of education can not be effectively guaranteed,the high cost of admission,investors excessive pursuit of profit and other issues,which has been widely questioned by the community.Based on this,what is the function of the government in the Preschool Education Service has become the focus of academic discussion.The foundation for the government to establish its operational mechanism and governance is to examine the characteristics of private pre-school education.The essence of government exercising public power is to pursue the public interests of society and citizens,so that the public problems faced by society can be solved.Because of the quasi-public product nature of pre-school education,many countries have included it in the public service system,but it does not mean that the government must provide pre-school education services.In fact,in the process of providing preschool education services,both the supply and demand must be in a balance,so multiple supply has become an inevitable choice.Through the analysis of private preschool education,it is found that it not only provides the market mechanism with the opportunity of free choice and competition,and improves the utilization rate of preschool education resources,but also has the characteristics of positive externality and information asymmetry,which can easily lead to market failure.Therefore,the government must intervene to regulate.In the course of the research,this paper combines with the development of domestic private pre-school education,introduces the foreign advanced government regulation theory,and takes the government regulation of private preschool education as the research direction.To present the government regulation of private pre-school education from three aspects of access system,quality and price,and to find out the causes of the problems,based on the Educational Evaluation System of New Zealand and the successful experience of setting up private pre-school education service centers in Tianjin,this paper puts forward some countermeasures.
