Preschool education mainly refers to children's education of 0 to 6 years old,including the children's early education of 0 to 3 years old and early childhood education of 3 to 6 years old.The national medium and long-term education reform and development plan(2010-2020)emphasizes: "to give priority to the development of education in the strategic position,improve the socialist modern education system with Chinese characteristics,the basic universal preschool education." Reschool education has the public welfare and the universality,therefore the government in the construction of preschool education has the inescapable responsibility.However,in the real life,the problems such as "difficult admission","expensive admission" and a series of injuries suffered by media attention in recent years.It reflects that the government's emphasis on preschool education is not enough.The implementation of government responsibility in pre-school education,to build a fair and healthy preschool children happy education environment,is a strong guarantee for the healthy development of preschool education.Based on the theory of government function,the theory of public service and the theory of inter-governmental relationship in our country,this paper sums up the root of the insufficiency of the government's duty in the construction of preschool education in accordance with the contradiction clue of non-production of preschool education and the existence of self-the government's performance concept,the corresponding legislation is not perfect,the cause of the government function orientation's vague in the preschool education;Government departments and the main leadership's view of performance and evaluation index system is not perfect,lead to preschool education from the government attaches great importance to;Financial system is not reasonable,lead to lack of grass-roots government fiscal input;administrative system responsibilities isomorphism,which makes it difficult to regulate preschool education.Corresponding the root of insufficient strength in perform responsibility of the government in preschool education construction of China,and based on the actual conditions of our country,this paper puts forward a way to make up the insufficiency of our government's duty to carry out the preschool education construction,and to draw lessons from the experiences of the major foreign countries in the construction and development of preschool education,Including: the need to improve the preschool education legislation to clarify the preschool education,as well as the attributes of preschool education in the various responsibilities to coordinate the market and the government's commitment to preschool education,continue to cultivate the concept of the people's livelihood at the same time,To establish a reasonable preschool cost-sharing mechanism,in coordination between the various levels of government and the relationship between power and property rights at the same time,it is necessary to coordinate the government,society and family cost-sharing ratio;co-ordination of the good performance of the government performance evaluation indicators,Government departments to establish long-term joint law enforcement mechanism or the establishment of a special regulatory agencies to improve the efficiency of preschool education supervision and management effectiveness.
