Research On The Status Quo And Countermeasures Of Rural Garbage Treatment In Fengxian District

Along with our country rural social and economic development,farmers’ living standard unceasing enhancement,the rural waste emissions has sharply increased.However,our country government long-term neglect rural garbage governance issues," Garbage surrounded the village " phenomenon is widespread in our country.The extent of the rural public service supply in treatment of garbage,will directly affect the production and living environment of the rural areas of China,so it is necessary to the study of rural garbage management.Based on Shanghai Fengxian district as an example,this paper selected the results in the rural garbage management aspects of Xixiao Village,Xinye village and Linzhi village as the research object,get basic data of rural garbage management in different regions of the world,and targeted to take measures.The first part of the article,it is on the analysis of the definition of basic concepts and related theory,governance theory as a framework,this paper studies the theoretical guidance of public service supply is a means of government governance,because in the process of public service supply is government failure and market failure,and then puts forward the meta governance theory concept.The second part,the summary describes the cross of the present situation of the current rural garbage management,pointed out the existing problems,mainly are garbage and optionally,curing effect again and again;Garbage disposal facilities and personnel;Poor rural garbage sorting reduction work to promote,garbage,orange and so on.The third part analysis the causes of these problems,because of the rural residents’ living with poor health habits and awareness of environmental protection is not enough,making it easier for the garbage treatment,have been repeatedly;Insufficient recognition of the government in rural areas at the same time,the differentiation between urban and rural areas;Waste management legislation is not enough,lack of effective supervision and process;Waste management subject single,unable to effectively support.The fourth part,in view of the analysis of the plight of rural garbagemanagement,put forward the corresponding countermeasures,countermeasures respectively about changing ideas,attaches great importance to the rural garbage problem,strengthen rural environmental protection legal system constraints,multiple subject to promote common governance,etc.To sum up,in this paper,the district rural garbage management current situation and the problems found,stress the agricultural supply side structural reforms,to provide multiple subject,many rural public service supply mode choice,of course,in the process of strengthening government,attach importance to play a role of the market,the third sector,pay attention to the existing resources and unused power,the combination of perfect management system,to build diversified governance body and the appropriate introduction of competition mechanism,improve the efficiency and quality of rural public service supply.
