Research On The Problems And Countermeasures Of Chongqing's Ecological Environment Protection Supervision System

Since the 18 th National Congress of the Communist Party of China,the Ecological Civilization has been included in the Five-sphere Integrated Plan and the Four-Pronged Comprehensive Strategy.The Ecological Environment Protection Inspection has been set in the most important position ever since,constantly a series of significant systems built and carried out.The practice after the construction of the Ecological Environment Inspection System becomes a symbol to operating the system of ecological protection in the most strict way unprecedentedly in China,in which the Chinese Central Government has launched the ecological environment protection inspection systems,and then Chongqing Government has also explored to construct ecological environment protection inspection systems for inspection departments or inspection teams to foster regional governments and governors to legally and actively perform their duties on ecological environment protection.As far,the ecological environment protection inspections have been launched one province and another though,researches on provincial ecological environment protection inspections and implements are few.Based on abundant works and magazines homes and abroad about administrative inspection system construction and ecological environment improvement,having deeply participated in construction and practice of the ecological environment protection inspection system in Chongqing Municipality,I take a hang of many practical data and experience.For the ecological environment improvement,focusing on studying Chongqing ecological protection inspection system,This essay mainly contains 5 parts in.The first part is mainly the relevant conceptions and theories,including the ecological environment protection inspection,the key concept of its system as well as the differences from the relevant conceptions,based on Restriction and Supervision of Power Operation,Public Choice Theory,Principal-agent Theory and Organization Theory.The second Chongqing ecological environment inspection system construction,which studies the process,the systematic construction system,the effect and values of the construction and so on.The third system problems and causes analysis.The system problems lie in organization leadership system,in ner department duties,department power set and department function cross,cooperation,crew quality and standardization performing system while causes analysis is mainly about the relevant administrative inspection laws,department setting,crew quality and system standardization.The fourth reference to experience home and abroad,which analyses the inspection system on the ecological environment protection in the United States,the Resident Space Plan and the ecological environment inspection in Holland,the ecological environment inspection in Jiangsu Province of China as well as administrative experience from the Central Leading Group for Inspection Work,Discipline Supervision,Ministry of National Resources inspection and so on,which insight me of the ecological environment inspection system construction.The last part thoughts and measures about optimizing Chongqing inspection system construction.I suggest legally,evenly,efficiently and under restricts,we obey rules.Meanwhile,we build up the legal system,strength the institution construction,promote cooperative eco-improving,highlight the inspection practice and optimize the inspection system.This essay systematically summarizes the construction and result of the carrying out of the ecologic al inspection system in Chongqing,organizing systematical regulations from experience.I suggest measures from management perspective to superior and optimize the systems according to the current practical problems,hopefully providing valuable reference for Chongqing ecological inspection system reconstruction and practice for other provinces and regions as to further ecological civilization system reform and to construct the leadership responsibility system in the ecological environment improvement as well.The data and cases in this essay are the fist-handed,from my practice in Chongqing ecological environment inspections.Now the provincial-level governments,including Chongqing government,are still adjusting their ecological inspection systems.There is no formed type,still many blanks to fulfill.This essay fills in some blanks.
