Research On Water Ecological Environment In Formation Supervision In Yan’an City

On October 8,2021,the CPC Central Committee and The State Council issued the Outline of the Plan for Ecological Protection and High-quality Development of the Yellow River Basin.According to the Outline,"the biggest problem in the Yellow River basin is the ecological fragility,the deep environmental pollution,and the overall water quality is worse than the national average."Shaanxi,as an important province through the Yellow River,pointed out in the 14 th Five-Year Ecological Environment Protection Plan of Shaanxi Province that "the total nitrogen of water quality is high,the safety risk of drinking water source is increased,and the pressure of water ecological environment assessment is great" and "ecological environment monitoring supervision and information construction need to be further strengthened".Y city,as an important old revolutionary base area in China,adheres to the comprehensive implementation of the work requirements of the CPC Central Committee and the Provincial Party Committee,highlights the ecological protection and green development of the Yellow River Basin,and has made remarkable achievements in ecological environment construction.However,due to the overall fragile ecological environment,the environmental protection work still faces great challenges.According to the 14 th Five-Year Plan for Ecological Environment Protection of Y City,"Yan’an is located in the hilly and gully region of the Loess Plateau,with the overall fragile ecological environment,water shortage and deep environmental pollution.The soil erosion area of the city accounts for 77.84%,and the per capita water resources is only 53% of the provincial average level and 29% of the national level.Grassroots environmental protection supervision law enforcement ability construction and ecological environment protection regulatory management demand does not match,environmental protection agency team is small,less number,low technical level,environmental monitoring institutions routine monitoring and emergency monitoring ability still has a short board,testing instruments,law enforcement equipment has not yet,especially the basic unit law enforcement power,to keep up with the increase of the actual work,difficult to support detailed work requirements.During the 14 th Five-Year Plan period,Yan’an will further strengthen the construction of environmental supervision capacity and accelerate the modernization of governance capacity.We will accelerate the development of an ecological and environmental monitoring network and a monitoring database that integrates land and water,integrates heaven and earth,coordinates the upper and lower levels,and shares information,so as to ensure full monitoring of environmental quality,pollution sources,and ecological conditions.” At present,Y city is short of water resources,the water pollution is deep,and the water environment supervision ability is insufficient.In order to effectively solve the problems existing in the water ecological environment in Y city,this paper explores a path of water ecological environment information supervision in Y city.Through the analysis of the current situation of this path,the existing problems such as less monitoring equipment and monitoring time accuracy need to be further improved are sorted out,and the reasons for the insufficient special funds and low level of monitoring information are further summarized.Based on the research on the supervision of water ecological environment in other provinces and other cities in the province,the optimization path of water ecological environment in Y city is obtained.First,to optimize the rational allocation of the whole system to improve the working ability of supervisors;the second is to strive for more special funds for environmental protection from the central provinces and cities;third,to form a comprehensive automatic monitoring station network and video monitoring network,and add the panoramic display system of water ecological environment.In this paper,through the study of Yan’an water ecological environment information regulation,for Y city to improve the level of water ecological environment information management provide reference,to realize the ecological environment protection work along the yellow area efficient transformation to provide practical reference,power along the yellow area water ecological environment,build along the yellow area water ecological environment governance "local samples".
