China-Kazakhstan Energy Enterprise Mechanism Cooperation Research

China’s oil and gas resources are very limited and difficult to exploit,which cannot meet the energy supply for its economic development.Moreover,China’s petroleum industry is still in a downturn after decades of development.Therefore,China can only import large quantities of oil resources in order to meet the needs of domestic economic development.With the large dependence of petroleum resources on foreign countries,China has not yet established a perfect petroleum reserve system.It is difficult to guarantee its own energy security and economic security in the fiercely competitive international energy market.Kazakhstan borders China and has abundant oil and gas resources,and has established the resource-strategy to develop its economy since its declaration of independence in 1997.The obvious geographic and complementary advantages have brought opportunities for cooperation between China and Kazakhstan’s energy enterprises.The strategic concept of "one belt and one road" put forward by China has raised the cooperation between the two countries to a new height.Although energy cooperation between China and Kazakhstan develops rapidly and the resources imported by China from Kazakhstan are increasing,there is still a huge gap between the import volume and the transportation volume of pipelines.It can be seen that the cooperation between energy enterprises of the two countries still has a long way to go.This paper will use the method of empirical analysis to systematically study the cooperation mechanism between China and Kazakhstan energy enterprises.The first chapter mainly elaborates the purpose and background of this study,and highlights the innovative points of this study combined with domestic and foreign research.The second chapter analyses the current situation of energy cooperation between China and Kazakhstan,and the existing problems in the current cooperation mode.Chapter three puts forward effective solutions to the above problems.The fourth chapter takes the cooperation project between CNPC and PetroKazakhstan as an example.On the basis of the above demonstration,the fifth chapter puts forward some suggestions for China-Kazakhstan energy enterprise cooperation from the levels of government and enterprise.
