Research On The Implementation Effect Of Basic Medical Insurance For Urban And Rural Residents In Zhongmu County

Based on the report from the 19 th national congress of the Communist Party of China(CPC),the Party aims to “realize Healthy China by improving health care policies and providing all types of care to the people” as a very important part of improving well being of citizens.Furthermore,the Party deemed public health as an essential indicator of the strength and prosperity of the nation.Therefore,universal healthcare is a corner stone of the Heathy China strategy.In 2016,the country proposed to unify the urban and rural medical system.Under the guidance of Henan province and Zhengzhou city government,Zhongmu county complete one such unified system.Additionally,the past 3 years has shown signs of increased quality of care given,being more reasonable at medical resources distribution,and narrowing the medical security gap between urban and rural.This research focuses on Zhongmu county’s unified medical system.Descriptive statistic was utilized to assess the county’s success.The discussion included perspectives from health economics,risk management,social justice and public services.The process also took data from related published articles,government documents and resident survey.The success of the unified medical system is based on the citizen’s participation in medical system,the government’s recognition of the policy,medical choices made,and the policy’s approval rate.The analysis also included the difference in perceived opinion of among groups of citizens.The findings include that Zhongmu county’s rural incoming is still low,rate of compound multi-population families is high,recognition of the unified medical system is low,and recognition of major medical illness insurance is even lower.The main impediment in seeking medical help is the ease of transportation.There are also signs polarization in the effectiveness of the system.Younger and more educated patients tend to check in at county level or higher hospitals.This is evident in the difference of approval between different groups of citizens;more educated,healthier,and more knowledgeable of the system tend to give higher praises.The current policy still have problems with increased cost for some,relatively low covered procedures,weak basic medical care,and government advertisement still ineffective.Therefore recommendations are made to continue the strategy of Healthy China and rural vitalization and improve rural medical care.This means to increase participation of medical insurance to increase the quality of insurance that the government can provide,to increase basic health care in particular,and to further advertise the policy.These suggestions should help with the longevity of the unified health insurance system and of the health of Zhongmu county citizens.
