At the Fourth Session of the 13th National People’s Congress,on March 11,2021,the "Fourteenth Five-Year Plan" was adopted,with the aim of advancing people’s welfare and augmenting the level of collaboration,governance,and distribution.To achieve this goal,it is necessary to formulate specific measures to promote common prosperity and consciously implement actions to reduce the gap between regions,urban and rural areas and the rich and poor,so as to ensure that the development results more justly benefit all the people,and constantly improve the people’s satisfaction,security and happiness.As a comprehensive evaluation index,happiness can reflect the overall situation of social security and social operation in China,and the happiness of rural residents is also a part that we need to pay attention to.Since 2003,China has launched new cooperative medical insurance for rural areas.By 2016,the new rural cooperative medical insurance and the basic medical insurance for urban residents will be included in the basic medical insurance for urban residents to achieve full coverage for rural residents.In recent years,we often have discussions about happiness in our lives.The people’s pursuit of happiness is becoming stronger and stronger.What effect does the presence of basic medical insurance have on the prosperity of rural inhabitants,compared to those in urban areas?First,based on the basic health insurance theory,Maslow’s demand theory and welfare economics,this paper constructs a theoretical model of the impact of "urban and rural residents’ participation in basic health insurance" on "rural residents’ welfare".Secondly,it briefly analyzes the current situation of basic health insurance and welfare of urban and rural residents,and analyzes the impact mechanism of basic health insurance of urban and rural residents on the welfare of rural residents.Finally,based on the data of the CGSS survey in 2018,an orderly probability model was established to study the urban and rural inhabitants’ effects on basic medical insurance on the well-being of rural residents,and relevant suggestions were put forward according to the conclusions.The main conclusions are as follows: First,the well-being of rural inhabitants is significantly advanced by the involvement of both urban and rural inhabitants in basic medical coverage.Second,urban and rural inhabitants alike are taking part in the fundamental medical coverage offered to them affects their self-assessment of economic conditions,thus affecting the well-being of residents.Third,urban and rural inhabitants may partake in fundamental medical coverage.has a significant impact on the health status of rural residents over 60 years old,with low education level,single and poor health.According to the above research results,the corresponding countermeasures and suggestions are put forward from the perspective of health insurance and personal health.At the same time,this paper provides a new perspective,with certain reference value and significance,to explain how the basic insurance of urban and rural residents affects the well-being of rural residents.
