Research On The Impact Of The Basic Medical Insurance System Of Urban And Rural Residents On The Willingness Of Rural Floating Population To Become Citizens In Counties

Urbanization is the only way to modernization.Promoting a new type of urbanization centered on people is the goal and task of the new type of urbanization,and is also an important measure to promote coordinated regional development.In recent years,China’s urbanization rate has grown rapidly,but there is still a certain gap between the level of developed countries in the world.According to the 2022 government work report,the urbanization rate of China’s permanent population has increased from60.2% to 65.2%,making a historic breakthrough in deepening the new type of urbanization reform centered on people.However,the difference between the urbanization rate of registered residence population and that of permanent residents is more than ten percentage points.Further,there are still more than 200 million agricultural migrant people who work and live in cities for a long time,but they have not yet fully enjoyed the same basic urban public services as local residents.The urbanization process needs to be improved.The report states,"Improve the functions of cities,especially county towns,and enhance comprehensive carrying capacity.".Currently,the phenomenon of rural population choosing to settle in county areas is becoming increasingly common.The government should strengthen policy guidance to promote the development of county urbanization.As one of the important components of social insurance,medical insurance has an important impact on the quality of people’s daily life.At the same time,it also plays an important role in the urbanization of rural migrant population in the county.In2016,the State Council officially announced the establishment of a unified basic medical insurance system for urban and rural residents.This reform of the medical insurance system has a significant impact on China’s overall promotion of urbanization and citizenization of rural migrant population.Based on the CDMS2018 database,this article uses Probit,PSM models,and Probit models with endogenous variables to conduct an empirical study on the impact of basic medical insurance for urban and rural residents on the willingness of rural migrant populations to become citizens at the county level from multiple perspectives.The study found that basic medical insurance for urban and rural residents has a significant positive impact on the willingness of rural migrant population to become citizens in the county,which is conducive to promoting the formation of rural migrant population’s willingness to become citizens in the county.At the same time,according to the heterogeneity analysis method between different groups within rural migrant population,it is found that the basic medical insurance for urban and rural residents has a significant positive impact on rural migrant population flowing out from the western region,while it is not significant in other regions for the time being;Has a significant positive impact on the elderly population;The positive impact on the middle and low income groups is significant.Based on the empirical results,in order to further play the role of the basic medical insurance system for urban and rural residents in promoting the formation of rural migrant population’s willingness to become citizens in the county,this article proposes the following suggestions: further improve the participation rate of urban and rural medical insurance,and enhance the coverage of medical services;Further improve the fairness of urban and rural medical insurance,and improve the level of grassroots medical services;Further enhance the innovation of urban and rural medical insurance,and improve the efficiency of medical services.
