| Crime is a social issue and always driving the public attention.Crime is caused by a variety of social reasons. From 1937 to 1945 under Japanese rule, there were both conflicts and interests between the puppet regime and Japanese rulers, which led to the chaotic political situation and endless crimes.By a study on the criminal situation in Qingdao between 1937 and 1945,gaps can be filled in the history of crime in Qingdao during the Anti-Japanese War,to reflect the social status quo,the construction of socialist legal system, and the legal science laid in the historical foundation to some extent.From1937 to 1945,crimes in Qingdao were mainly in these six types, consisting of property crime, violent crime, customs and economic crime, drug crime and foreign crime.Foreign crime, one of the six types of crimes, was the most characteristic one with social background in this period. The main reason was that Qingdao was governed by Japanese army and the puppet regime together. Some historical archives of criminal behavior implementations by Japanese in Qingdao were not complete, and the recorded content was lacking due to the effects of political factors. But the general foreign crime appearance can be restored from the aspects of history background. The government in this period set up courts and prisons to punish crimes, and Japan instituted a trial office responsible for the work.In addition, the pseudo government promulgated laws, regulations and policies to prevent the crime, which however, were obviously obstructed by Japanese rulers. |
