Research On Urban Community Governance From The Perspective Of Governance Theory

The community is the foundation of social governance,the foothold for the implementation of the government policy,and the focus of various resources,various relationships,and multiple contradictions.Therefore,the community governance is of great significance.Today,with the rapid development of a diversified society,how to scientifically,reasonably and effectively manage the community has become a livelihood issue that people are paying more and more attention to.According to this typical problem of public management practice,this case proposes to introduce the Governance Theory to solve the problem of community governance.On the basis of expounding the core essence of good govenlance theory,this thesis analyzes T Community as a case,highlighting the difficulty of infrastructure construction in the community governance,the difficulty of fulfilling reasonable demands of residents,and the difficulty in mediating disputes in community conflicts.Afterwards,from individual to general,this thesis concludes that the problem arises because the construction of the legal system in the community lags behind,the community lacks fair and effective administrative management,the division of responsibilities of the community governance is not clear,and the subject of community governance does not form a govemaance relationship of negotiation and governance.The reason is the lack of governance theory.In contrast,the T community after the change,after adopting a series of measures by the grassroots govermment to help establish the owners' committee,replace the property company,and actively participate in community governance,finally achieved the goal of community governance.This paper reflects in today's society,how to comprehensively balance the interests of various stakeholders in the community,effective management has become an urgent task for community governance.In this regard,this thesis starts with the legality,fairness,effectiveness,responsibility,transparency and openness,and participation in the negotiation of the Govermance Theory,and proposes solutions to the community governance dilemma:it is necessary to goveni the community according to the law,that is,improve laws and regulations protect citizens' rights and interests,and standardize community management rules and regulations.It is necessary to conduct fair and effective administrative management of the community,that is?to scientifically manage public expenditures and provide public services.The parties to the governance need to clarify their responsibilities and implement their responsibilities.The role of the government has changed,civil organizations have coordinated governance,and community residents have participated in governance.All the entities in the community need to conduct democratic consultations and form a good interactive relationship,that is,form a good governance party that is legal,warm,fair,and trustworthy,achieve the goal of the Governance that serves the masses and maximize public welfare,and form a cooperative,multi-center,benign interaction.The way of govermance forms a harmonious management of the community.This paper believes that applying the concept of "Governance Theory" to community construction is of great theoretical and practical significance for the long-term development of our community.
