Social Organizations Participate In The Study Of Role Conflicts In Emergency Response

Public crisis management has gradually become an important concern in the process of China's modernization.Since the beginning of the 21 st century,China has experienced several natural disasters,which have caused huge impacts and losses.The government is struggling to cope with the deepening impact of the disaster and the increasing need for social assistance.At the same time,social organizations,as social forces,are playing an important supplementary and auxiliary role in the process of emergency relief.Under the background of the modern governance system emphasizing collaborative governance,social organizations play an increasingly important role in emergency relief.However,due to various reasons,the role of social organizations is not ideal,and the role conflict represented by the helper and the troublemaker exists in the role play of social organizations.How to clarify the role conflict of social organizations in emergency relief and overcome it to give full play to its role is of great significance to promote China's public crisis management ability.From the "5.12 Wenchuan earthquake" in 2008 to the "8.8 Jiuzhaigou earthquake" in 2017,social organizations have actively participated in the emergency relief,and the government has gradually formed its role as helper and participant in rescue operations.Social organizations have also been positioned as public emergency resource raisers,rescuers of vulnerable groups,crisis management mobilization experts,and decision helpers of public crisis management.However,due to the government's concept and system,as well as the problem of social organization's own coordination mechanism,resource dependence,internal management mechanism,the role conflicts exist in social organizations' emergency relief for a long time.In order to help social organizations overcome the role conflict and play a better role in emergency relief,this paper analyzed the causes of the role conflict that exist in social organizations' participation in emergency relief through the role theory,and proposed specific strategies to resolve it.
