Post-evaluation Research On China Ocean Energy's "Thirteenth Five-year"

Since the 21 st century,the international community's enthusiasm for the development of marine energy has been increasing day by day,and they have accelerated the pace of marine energy development.China has invested a lot of manpower and material resources during the "Thirteenth Five-Year Plan" period to build and implement a series of marine energy development projects.At present,most of the marine energy projects constructed during the "Thirteenth Five-Year Plan" period have been completed.Under this background,the effectiveness of the construction of marine energy projects during the "Thirteenth Five-Year Plan" period has received widespread attention from the society.The evaluation index system and evaluation model of marine energy projects during the "Five" period are not conducive to the improvement of the construction and management of marine energy projects in China.This article expounds the basic theory of post-project evaluation,the characteristics of ocean energy projects and the construction ideas of the post-evaluation index system of similar projects in the classic literature,and initially establishes the “13th Five-Year” post-evaluation index system of ocean energy projects.The factor analysis method was used to screen the evaluation indicators,and the post-evaluation index system of the “13th Five-Year Plan” of marine energy was finally determined.Through the comparative analysis of the main methods of post-project evaluation,the fuzzy comprehensive evaluation method was selected as the post-evaluation method of marine energy projects.The weighted value of the evaluation index was obtained by using the network analytic hierarchy process and questionnaire survey method,thus constructing the post-evaluation model of the “13th Five-Year” project of marine energy,and using this model to conduct an empirical study on a project.Through the above research,this paper has obtained the following research results:(1)Established a post-project evaluation index system that meets the characteristics of China's "13th Five-Year Plan" marine energy projects,and provides a basis for evaluation of post-evaluation of marine energy projects(2)The post-evaluation method of China's marine energy projects was selected,and the post-evaluation model of China's marine energy "Thirteenth Five-Year" project was constructed.The model was used to conduct post-evaluation of marine energy projects during the "Thirteenth Five-Year" period.The shortcomings in management,and gave suggestions for the future construction of ocean energy projects.
