Research On The Mechanism Of Science And Technology Governance From The Perspective Of Responsible Innovation

Scientific and technological innovation is the driving force behind human development.Especially in modern times,science and technology have developed rapidly.While benefiting mankind,there are also risks that cannot be ignored.In recent years,artificial intelligence based on deep learning has shown significant application prospects in the fields of image recognition and natural language processing,but its personal privacy and ethical risks have also attracted widespread attention.Science and technology is a double-edged sword.In order to maximize the development and utilization of the new round of scientific and technological revolution represented by artificial intelligence,and to avoid the risks involved,this paper takes artificial intelligence as an example from the perspective of responsible innovation.Analyze the risk management mechanism of science and technology.The main content of this paper consists of four parts: The first part elaborates the meaning,basic characteristics and generation mechanism of science and technology risks.It also expounds the connotation of science and technology governance and technology risk management,compares and analyzes the general mode of technology risk management,and puts forward the shortcomings of the current technology risk management model.The second part elaborates the background,definition and action framework of responsible innovation,analyzes the typical cases of responsible innovation application in science and technology risk management,and draws the successful experience of responsible innovation in technology risk management.The third part expounds the development status of artificial intelligence,analyzes the current risk characteristics and causes of artificial intelligence,and summarizes the governance dilemma of artificial intelligence technology risk.The fourth part is the focus of this paper.Through the analysis of the dilemma of artificial intelligence governance in the third part and the empirical reference of the second part of the typical case of responsible innovation in science and technology risk management.This paper tentatively proposes the multi-agent and multi-layer governance involved in the artificial intelligence risk governance from the perspectiveof responsible innovation,and integrates into five mechanisms involving the whole process of artificial intelligence risk management,namely: Responsibility value embedding mechanism of artificial intelligence risk management,Forward-looking negotiation evaluation mechanism of artificial intelligence risk management,Knowledge sharing mechanism of artificial intelligence risk management,Long-term feedback mechanism of artificial intelligence risk management,Collaborative responsibility mechanism of artificial intelligence risk management.
