As the core city of the provincial capital city economic circle,Jinan is just in the middle of the two large urban agglomerations of Beijing and Shanghai.It is an important node city and has a strong radiating and leading role for surrounding cities.However,due to the limitation of the territorial structure of the jurisdiction,the expansion of the urban development space is restricted,the function of the provincial capital city is weakened,and the city's ability to gather capital and population is restricted.Restricted by the natural conditions and functions of the ecological economic zone in the southern part of the provincial capital,the "North Crossing" is actively promoted.In December 2018,the Jinan Municipal Party Committee clearly stated that the future development of Jinan must target and implement the "North Crossing".Jinan will further expand the space for urban development and promote the leapfrog development of the city from the Daming Lake era to the Yellow River era.The further implementation of the conversion of new and old kinetic energy will open new channels for the development of Shandong as a whole.The advanced area of Jinan's new and old kinetic energy conversion bears the important mission of building Shandong's future development highland.Whether this work can be done will have a profound impact on the overall development of Jinan,Shandong and the whole country.In order to provide detailed and accurate geological basis for the overall deployment of various constructions in Jinan's new and old kinetic energy conversion pilot area,ensure the scientific and sustainable development of the plan,and reduce the major hazards or causes caused by hydrogeological,engineering geological and environmental geological problems to the plan Unnecessary economic losses.This paper relies on the "Engineering Geological Survey of Jinan City's New and Old Kinetic Energy Conversion Pilot Zone" project to evaluate the suitability of the construction project of Jinan's new and old kinetic energy conversion pilot zone.Aiming at the complex working conditions of Jinan's new and old kinetic energy conversion pilot area,based on the latest research theories and survey data,a "3+10"comprehensive construction land suitability evaluation theoretical system is proposed,and the analytic hierarchy process is combined with the principle of fuzzy comprehensive evaluation.To construct a fuzzy comprehensive judgment model for the suitability of construction land in Jinan's new and old kinetic energy conversion pilot area.And use Visual Basic language to realize ISODATA algorithm,program the fuzzy comprehensive discrimination model of construction land in Jinan's new and old kinetic energy conversion pilot area,design evaluation process calculation software,establish evaluation layer database,and finally use geographic information system spatial analysis tools to draw Jinan The city's new and old kinetic energy conversion pilot area construction land suitability grade zoning map,so as to realize the suitability evaluation of the construction land in Jinan's new and old kinetic energy conversion pilot area.The suitability levels of construction land in the advanced area of the conversion of new and old kinetic energy in Jinan City are divided into four levels,namely:suitable construction area,more suitable construction area,poor construction suitability area and unsuitable construction area.A zoning map of the suitability of construction land for the conversion of old and new kinetic energy in Jinan City was compiled.
