In 2012,the word “haze” was officially proposed,and the problem of air pollution behind the haze gradually entered the public eye.Air pollution is most serious in Beijing-Tianjin-Hebei and surrounding areas.Air pollution not only poses a threat to people's lives,but also seriously affects the sustainable development of the national economy.Since 2012,the phenomenon of increasing air pollution in Beijing-Tianjin-Hebei and surrounding areas reflects the irrationality of the economic development model and industrial structure in the region.Therefore,in order to completely solve the problem of air pollution in Beijing-Tianjin-Hebei and surrounding areas,it is necessary to analyze the root causes and examine the mechanism of industrial structure's action on air pollution,and fundamentally find long-term effective solutions.The optimization and upgrading of the industrial structure proposed by the 18th National Congress of the Communist Party of China has further proved that the study of industrial structure has important practical significance for the impact of air pollution.This paper takes Beijing-Tianjin-Hebei and the surrounding six provinces and cities as the research object,defines the connotation of industrial structure change on the basis of existing research,analyzes the influence mechanism of industrial structure rationalization and advanced on the atmospheric environment according to its connotation,and obtains the following conclusions through empirical analysis : Firstly,using the Theil index and the structural similarity coefficient to measure the level of industrial structure rationalization and advanced,and analyze the overall trend and regional differences of industrial structure changes in Beijing-Tianjin-Hebei and surrounding areas.At the same time,the air pollution comprehensive index algorithm is used to calculate the comprehensive air pollution index of Beijing-Tianjin-Hebei and surrounding areas.According to the comprehensive index of atmospheric pollution,air pollution in Beijing-Tianjin-Hebei and surrounding areas has been decreasing in recent years,but pollution is still serious.Secondly,the Moran index in spatial econometrics is used to test the correlation between air pollution in Beijing-Tianjin-Hebei and surrounding areas.The test results show that the air pollution in Beijing-Tianjin-Hebei and surrounding areas shows strong spatial autocorrelation.Thirdly,Spatial econometric method is used to construct the spatial Dubin model to study the impact of industrial structure changes on air pollution.Regardless of the overall analysis or sub-regional analysis,the industrial structure changes in Beijing-Tianjin-Hebei and surrounding areas have a significant improvement effect on air pollution,but compared with Beijing and Tianjin,the impact of industrial structure changes on air pollution in the other regions.Finally,based on the above research conclusions,this paper gives policy recommendations to promote the coordinated development of industrial structure and environmental quality.
