Due to China's special geographic location between the Pacific Rim earthquake zone and the Eurasian earthquake zone,earthquake disasters in China have occurred frequently,which severely affected economic development,social stability,and people's normal lives.Although the level of earthquake emergency rescue in China has been greatly improved,due to the existence of subjective and objective influencing factors of earthquake rescue,that is,different expert decision preferences have different effects on the group decision of earthquake emergency rescue.Therefore,in order to improve the accuracy of earthquake emergency rescue plan selection,this article conducts research on how to quickly and accurately select the best earthquake emergency rescue plan in combination with subjective and objective factors.First,take the earthquake emergency rescue as the research object to obtain an effective earthquake emergency rescue plan as the research goal,and take the subjective and objective factors of the earthquake emergency rescue decision model as the research content.For the earthquake emergency rescue plan,use the correlation of multi-attribute decision-making Theory,construct a multi-attribute earthquake emergency rescue index system,and systematically analyze the subject and decision indicators of earthquake emergency rescue decisions.Secondly,considering the objective attributes of program execution time and supply resources,and subjective preferences of experts,based on the traditional earthquake rescue group decision process,an improved expert preference group decision process is designed.Based on the emergency negotiation model design,the preference function that takes into account the time spent in the program and the supply of resources is considered.The subjective preference of the experts is defined based on the triangular fuzzy number,and the expert preference is integrated using D-S evidence theory to select the program.Then,based on the 2017 Jiuzhaigou earthquake as an experimental design,a comparative experiment was conducted to demonstrate the superiority of subject group and subjective expert group decision-making to the decision-making process of the earthquake emergency rescue group.A preference sensitivity experiment was set up to show the use of the earthquake emergency rescue group.The degree of expert preference in the decision-making process has a greater impact on the rescue plan.Finally,on the basis of the research on expert-preferred emergency rescue group decision-making in the early post-earthquake period,a study of the expert-preferred emergency rescue sequential group decision-making under earthquake evolution is conducted.Based on the Logit model,a decision-making model considering the dynamic preferences of experts is designed.The monotonicity verification of the function proves that the model is consistent with the actual situation.Combined with the expert preference of D-S evidence theory to select the scheme.Based on the 2017 Jiuzhaigou earthquake as an experimental design background,an experimental case is considered that considers the disaster information,the time of the disaster,and the secondary disaster.The expert-preferred emergency rescue sequence based on DS evidence theory is used.Group decision-making can get the best earthquake emergency rescue plan at each stage,and finally complete the earthquake emergency rescue quickly and accurately.
