The low efficiency of water resource utilization and the deterioration of the ecological environment have gradually restricted the efficient development of my country's economy and society.Improving the efficiency of water resource utilization in China is of great significance to my country's economic development and the promotion of ecological civilization.Based on the panel data of 30 provinces in China from 1998 to 2018,this paper uses the undesired output Super-SBM model to measure the utilization efficiency of China's agricultural water resources.On this basis,the Moran index is used to analyze its spatial autocorrelation.Introducing the spatial Dubin model to study the spatial spillover effect,the results show that:(1)The comprehensive technical efficiency of China's agricultural water resources utilization efficiency in 21 years is not high,but it is in a state of slowly rising,in which the low efficiency state is mainly caused by the low pure technical efficiency;(2)The overall utilization efficiency of agricultural water resources in China is in a situation of spatial agglomeration,but there is a trend of positive correlations to negative correlations between neighboring provinces,which is specifically manifested as a negative spillover effect;(3)In the study period,the province's agricultural fixed asset investment,agriculture and forestry The increase in financial expenditures on water affairs,the number of years of education of rural residents and the increase in crop sown area will have a positive impact on the efficiency of agricultural water use in the province,while the transfer of labor and the increase in the disposable income of rural residents will reduce the efficiency of agricultural water use in the province;Fixed agricultural investment,labor transfers,and financial expenditures for agriculture,forestry and water affairs in neighboring provinces have a negative impact on the province's agricultural water use efficiency,while rural residents in neighboring provinces have a positive correlation with the number of years of education,rural residents' disposable income,and crop sown areas The impact is specifically manifested as a negative spatial spillover effect.Although the overall water resource utilization efficiency presents a negative spillover effect from a spatial perspective,it can be seen that the reason for the low water resource utilization efficiency in China is pure technical efficiency.The construction of agricultural infrastructure,especially water conservancy facilities,is particularly important.On the other hand,the low income caused by the natural characteristics of agriculture is also the reason for the low water efficiency.The problem of cost-effectiveness of factor input is becoming more and more prominent.Therefore,the problem of agricultural income is fundamentally solved,agricultural policy investment is increased,and rural education is paid more attention.The problem is still the top priority,and it is also the fundamental to improve the efficiency of China's agricultural water use.The government should increase investment in agricultural infrastructure construction and rural education,and deepen agricultural supply-side reforms,increase agricultural income,so that my country's agriculture will move toward healthy,green,and high-quality development,thereby comprehensively improving the efficiency of agricultural water resources utilization.In the "14th Five-Year Plan" period,which is a crucial period for building a modern socialist country in an all-round way,we will help the country fully realize rural revitalization.
