| Nowadays,with the increasing economic globalization,Chinese tobacco enterprises not only meet the development opportunities,but also face great pressure.Tobacco companies are facing an unprecedented grim situation.Since the raising taxes on cigarettes policy came into force in 2015,it led to a decline in sales of cigarette products and a surge in inventories.The profit margins of tobacco companies were remarkably reducing.At present,the market share of domestic cigarette products tend to be stable and saturated.Additionally,the international and domestic anti-tobacco efforts have been intensified,and the relevant policies have been put under constant pressure in recent years.Tobacco companies also need to shoulder the burden of increasing national revenue.So the development prospect of industry is struggling.The tobacco industry has a large number of bidding procurement projects which involved large amount of project funds.The procurement costs account for a high proportion of enterprise costs.The industrial enterprises must reduce costs by reinforce purchasing management and industriously improve quality and efficiency.So improving the capability of purchasing management personnel is particularly important.As the smallest factory with the minimum production scale in the group,XX tobacco enterprise must resolutely won the "three major battles" of improving management,upgraded manufacturing,reducing cost and enhancing efficiency.Thus it can continuously improve the level of enterprise procurement management.In view of the above background and problems,this paper starts from the research on the improvement of purchasing business in XX tobacco enterprise,and it selects the engineering projects and maintenance service projects of tobacco enterprises as the research objects.It analyzes the current situation of the capability of purchasing management personnel from the perspective of cigarette factory.Through literature research,data statistics research and field survey,this paper mainly use theoretical knowledge of purchasing management and relevant analysis tools to analyze the purchasing managers’ capability of XX tobacco enterprise.Then it puts forward the corresponding optimization schemes and suggestions for the existing problems.This paper puts forward a capability improvement scheme aiming at the problems existing in the capability of purchasing managers in this enterprise.The steps of the scheme contain procurement personnel,procurement process and supplier management.It realizes five goals of the scheme which include the optimization of procurement cost,the optimization of procurement cycle,the solidification of procurement standard,the optimization of procurement organization and personnel,continuous promotion of management.Based on the research of this paper,it can improve the standardization of procurement activities,and seek the effective methods of cost reduction and efficiency enhancement.I hope it can further strengthen the purchasing management of tobacco industry as a reference,and promote the sustainable development of tobacco industry.The tobacco enterprises must attach importance to procurement activities,control procurement costs and standardize purchasing management which can ensure fair and rational use of state-owned funds. |
