| With the rapid development of economy today,a sound and effective internal control system plays an important role in the sustainable development of enterprises.A good internal control environment is an important foundation for establishing an effective internal control system.In order to enrich the research cases of internal control environment in China and broaden the research horizon,this paper selects Fushun Special Steel shares Co.,Ltd.,which has been engaged in financial fraud for a long time and has major defects in internal control,as the research object,analyzes the current situation and problems of its internal control environment,and puts forward practical optimization strategies to assist the establishment and effective operation of the company’s internal control system.Fushun Special Steel is an important research and production enterprise of special steel materials in China,and its development and expansion are of great significance to the development of China’s high-tech industries such as aerospace,military industry,energy and power.In this paper,literature analysis and case analysis are used to study and analyze the internal control environment of Fushun Special Steel.By consulting and sorting out the literature on internal control at home and abroad,we fully understand the development process of internal control and the necessity of implementing internal control,and have a certain degree of understanding of the existing problems in the internal control environment of Chinese enterprises and the corresponding optimization strategies.Under the support of theoretical knowledge,this paper finds that the governance structure of Fushun Special Steel can not operate effectively,the independence of the board of supervisors of the company is weak,it is difficult to perform the supervision function,there are loopholes in the establishment of organizational structure,and the division of departmental functions and powers is unclear.The human resources management of this company is not scientific enough,the recruitment concept is outdated and lacks a perfect salary system,resulting in brain drain and employee training becoming a mere formality.The company failed to undertake social responsibility well,and the lack of integrity and violations of law and discipline by senior managers seriously hindered the shaping of corporate culture.In addition,Fushun Special Steel ignores the role of internal audit,and the internal audit system is not perfect.Based on the above analysis,combined with the theoretical knowledge and the actual situation of the enterprise,this paper puts forward the following optimization strategies for the problems existing in Fushun Special Steel.In terms of the organizational structure of the company,it is suggested that the company improve the structure of the board of directors,strengthen the role of the board of supervisors,adjust the organizational structure and clarify the division of functions.In terms of human resources management,it is suggested that the company improve the recruitment system,salary system and training system to introduce,retain and train talents for the company.In terms of social responsibility and corporate culture,it is suggested that the company should pay attention to the cultivation of employees’ environmental awareness,improve their welfare treatment,and start from senior managers to strengthen the moral quality education of the company as a whole.In the aspect of internal audit,it is suggested that the company set up an independent internal audit department,absorb and train internal audit talents,expand the scope of internal audit,and help senior managers improve corporate governance. |
