| At present,the trumpet of the reform of state-owned assets and state-owned enterprises in Shanxi Province has been sounded.The reform and development of state-owned enterprises in Shanxi Province will face an extremely complex external environment in the future.Therefore,it is urgent for all enterprises to strengthen their foundation and achieve standardized,steady and efficient development[1].In 2019,shanxi guoxin natural gas utilization co.,ltd.shall be approved by the superior unit and determined after reporting to the sasac,and shall be classified as a second-level state-owned enterprise from a third-level state-owned enterprise subordinate to the former sasac,and shall adjust its strategic planning accordingly to develop into a diversified,diversified and specialized group company.This big change brings great challenges to the current organizational structure of the enterprise,which cannot support the realization of the strategic objectives of the enterprise.Therefore,it is imperative to optimize the organizational structure.Relying on the organization structure,such as contingency theory,this paper use natural gas in shanxi the new organization structure optimization as the research object,research content includes:one is through inductive deductive,observation,information research,interview and questionnaire survey method,found that the company is still is given priority to with simple linear function type organizational structure,functions of the headquarters set up a more extensive,functional position is not clear,the way management control logic is not clear,regulation is not enough,can’t adapt to the impact of the strategic change;Second,using PEST,five model tools on the current internal and external environment of the company are analyzed,and made clear that the company should take full advantage of national energy reform and shanxi provincial government assets soe reform and this historical opportunity,internal work practice,management,optimize the organizational structure,further enhance competition ability,management ability and sustainable development ability;Thirdly,based on the above basic research,under the guidance of practice,modern management concepts are introduced,and the organizational structure of the same system company in the same industry is used for reference.Fourth,a series of safeguard measures are put forward for the implementation of the organizational structure optimization plan.The research focus of this paper is to focus on the company’s main business and long-term planning,combined with the advantages and disadvantages of the organizational structure of enterprises in the same industry in the system,draw on each other’s strengths and propose an organizational structure suitable for the company’s own development needs and positioning.The difficulty lies in how to fully estimate unknown risks according to the company’s internal and external resources,environment and its own advantages and disadvantages,so as to make the new organizational structure forward-looking and strong risk resistance.The innovation point lies in not only can not shake the foundation of the enterprise,but also to gradually optimize the organizational structure,in order to adapt to the development and change,so the use of linear functional and divisional combination of organizational structure.In this paper,combining with the current provincial state-owned assets of state-owned enterprises reform and national energy revolution in this big background,analyses the internal and external changes in the environment of shanxi the new gas using the impact of the current organization structure,and on the depth of the current organization structure analysis,comparison,puts forward a new solution measures such as organization structure and functions of the headquarters set up,in order to healthy and sustainable development of shanxi the new gas utilization company provide certain help and reference. |
