| After China joined the WTO in the early 2000 s,the reform of market economy keeps deepening and the global competition became increasingly fierce.Domestic enterprises gradually join in the global supply chain system,and the management mode is gradually in line with the international standards.Enterprise strategy is deeply influenced by the national macro policy and industrial environment.In order to deal with the fierce market competition,we must constantly eliminate and carry out new projects.Enterprises’ cognition of project management is constantly integrated with the progress of The Times and the development of enterprises.Whether the project operation and management is reasonable and efficient determines whether the operation of the enterprise can proceed smoothly and whether the long-term strategy of the enterprise can be finally realized.In the process of enterprise operation and management,the main factor determining the efficiency of enterprise project management is the organizational structure of project management.Enterprises should combine their own internal and external environment and the actual situation,through scientific demonstration,choose and formulate the most suitable for their own characteristics of the project management organization structure.This thesis first briefly introduces the basic concept of project management and the theoretical knowledge of the organizational structure of project management.The main theories include the research process of foreign scholars on organizational structure and the current research progress of domestic organizational structure,the types and applications of three common project management organizational structure,the optimization principles of organizational structure design,matters needing attention,etc.These research results serve as a theoretical basis and provide theoretical support for the example analysis and optimization scheme of this thesis.Then,the operation status and organizational structure of GHG company are summarized and analyzed.As a chemical new materials research and development enterprise,GHG has introduced six water-based new materials research and development projects in the past five years,and combined management of water-based materials project team.Many R& D projects have problems such as low promotion efficiency,products not meeting the market demand,and annual loss of the project team.Through in-depth enterprise field research,using in-depth interview,literature analysis,expert analysis,and found that more r& d project management project responsibilities,inconsistent goals,r & d personnel liquidity,motivation,and many other problems,has seriously restricted the further steady development of the enterprise,need to optimize its organizational structure design.Finally,the optimization plan and safeguard measures of GHG multi-project management organization structure are mainly introduced.Based on the strategic objectives of GHG company,cultural background,technical level and resources,combined with the above theoretical basis of related organizational structure,in the principle,responsibility and rights and efficient principle,it is suggested that the current functional multi-project management organizational structure optimization for balanced matrix organization structure.Increase the project management department and transfer the project management Office(PMO),improve the human resource management methods,improve the project approval process and the project team personnel incentive mechanism,etc.In order to ensure the smooth progress of organizational structure optimization,it is suggested that the organizational structure optimization process can be divided into five processes: internal organizational problems diagnosis summary-reaching consensus with the top leaders and clarifying the optimization requirements-formulating optimization plan and risk analysis-implementing optimization plan-monitoring the implementation effect.The leadership needs to change the management concept,attach importance to the cultural construction of the project organization,organize and optimize the implementation preparation work,and strengthen the human resource management.The multi-project management organization structure optimization scheme developed in this thesis is suitable for multi-project enterprises with rapidly changing market.Business managers and organizational designers should realize that the organizational structure is in dynamic changes,and any type of organizational structure has advantages and limitations.At the same time,it should have the sensitivity of organizational structure changes,and timely optimize the organizational structure according to the internal and external environment when necessary,so as to provide a guarantee for the sustainable development of enterprises. |
