Mineral resources are the dominant resources of Qinling ecological protection zone,and the mining activities of mineral resources have caused serious damage to the ecological environment for many years.How to regulate the production behavior of mineral resources enterprises,build a set of scientific compensation mode for resource development,and reduce and reduce the degree of ecological environment damage in Qinling ecological protection zone have become urgent problems to be solved.Firstly,this paper summarizes and analyzes the current research on ecological compensation at home and abroad,and expounds the theoretical basis of ecological compensation for mineral resources development in Qinling ecological reserve;Secondly,the actual situation and development of mineral resources in Qinling ecological protection zone are summarized.Based on the loss of ecological environment value caused by the development of mineral resources in Qinling ecological protection zone,the market value method is used to quantify it,and the calculation standard of ecological value loss in Qinling ecological protection zone is formed;Then,using the stakeholder theory to identify the stakeholders of mineral resources development in Qinling ecological reserve,analyze their conflict of interest on the issue of ecological compensation,deeply study and analyze the game relationship between them,establish the game model of mineral resources development ecological compensation in Qinling ecological reserve,solve the optimal strategy of all parties,and without the supervision of the central government,A tripartite game model is established for the local government,mining enterprises and local residents,and the game equilibrium solution is obtained;Finally,according to the results of the game,this paper summarizes the process of ecological compensation,divides the subject and object of ecological compensation for mineral resources development in Qinling ecological protection zone and their responsibilities,and puts forward the corresponding ecological compensation methods and the applicable ecological compensation mechanism of Qinling ecological protection zone according to the responsibility division of subject and object and their own characteristics.The conclusions are as follows: due to the importance of the ecological environment value of Qinling ecological reserve,the ecological compensation standard of mineral resources development in Qinling ecological reserve is mainly based on the actual loss of ecological value,and the amount of ecological compensation is determined by market value method;Based on the stakeholder theory,it is concluded that the main stakeholders of ecological compensation for mineral resources development in Qinling ecological reserve are the central government,local government,mining enterprises and local residents.Through evolutionary game,the optimal strategy of the central government is non supervision,while the local government must take strict supervision measures to solve the game dilemma;Moreover,the participation of local residents as supervisors is conducive to promoting the local government and mining enterprises to move towards a balanced and stable state;According to the results of the game,the subjects of ecological compensation for mineral resources development in Qinling ecological reserve are the central government,local government and mining enterprises,and the objects are the ecological environment and local residents damaged by mineral resources development in Qinling ecological reserve,This paper puts forward and summarizes the ecological compensation process and mechanism of mineral resources development in Qinling ecological reserve.
