| For the private oil and gas technology service enterprises facing increasing competition,project service is one of their most principal business types.The project manager,in charge of the project,plays a key role in the enterprise.G Oil and Gas company is one of the well-known private enterprises in the oil and gas technology service industry,though it sill has many deficiencies in project manager selection,cultivation,designation and outflow-control in its daily human resource management,which limits the development of company strategy and hinders the improvement of its market competitiveness and realization of their maximum benefits.Competency is an important reference to evaluate excellent employees and ordinary employees.Therefore,this paper deeply studies the competency of project managers of G oil and gas company,set sup a competency model,and applies this model to many aspects of human resource management of G oil and gas company,which shows a very important practical significance for the company’s development.Guided by the classical competency model theory and method,this paper first summarizes the concepts of oil and gas technology service enterprises and project managers,as well as the human resource management theory and competency concepts,next makes a thorough analysis of the current situation and problems of the project manager management of G oil and gas company,and then makes a comprehensive analysis of the elements of the project manager competency from aspects of company’s strategic planning to job responsibilities and defines the competency elements by using multiple research tools and methods such as questionnaire survey and behavior event interview,and then establishes an"expert group"to interpret,discuss and summarize the competency elements obtained from the analysis to finally construct the competency model of project manager of G oil and gas company.The competency model is applied to many aspects of the human resource management of G oil and gas company,including the job analysis,personnel recruitment,performance appraisal and staff training,so as to further improve the level of human resource management and promote the development of the company and the realization of strategic objectives.In addition,through the research and analysis of the competency elements of project managers in G oil and gas company,this paper constructs the corresponding competency model and applies it to help the development of enterprises.At the same time,it is also a reference for other enterprises to carry out similar competency research. |
