Middle managers,in the middle of the organizational structure of the company,serving as a bridge between the decision-making and executive levels,are the mainstay of development of the company.With the rapid development of China Petroleum Pipeline Shandong Branch,the company’s human resources work has certain limitations and problems,which cannot meet the needs of the company’s development,so the competency model of middle managers should be established and applied.This paper studies,sorts out the competency and the relevant literatures on the competency models of middle managers both at home and abroad and analyzes the current situation of human resources and the problems of middle managers.Through literature research,questionnaire survey,behavioral interview,survey analysis,group expert method and other methods,a systematic study was conducted on 78 middle managers in the company,and the competency models of middle managers in Shandong branch was finally established.Based on the competency model,practical research and analysis are carried out in the human resources work,especially in the aspects of training,performance assessment and personnel selection.The innovation of this paper lies in: the post competency model of middle managers in pipeline enterprises is constructed,which provides the corresponding reference experience for the human resources management in pipeline industry;in terms of the application of the model in training,combining the three dimensions of the competency model,different teaching activities in three stages are designed,and the training effect is improved by means of progressive training.The competency model strongly promotes the further efficient development of human resource management in Shandong branch.In the future,with the development of the company,we need to further combine the actual situation,improve the specific operation details of the model application,and align with the advanced management experience to make constant optimization and adjustment.
