Burning straw as a part of traditional agricultural production has existed for a long time in China,but it has not attracted people’s attention before.However,in recent years,with the development of China’s economy and society,the change of rural production mode and living energy structure,the improvement of people’s environmental awareness and other factors,straw treatment can no longer be as simple as before.There are more and more news reports about the prohibition of straw burning and related laws and regulations in China,and the attention of straw burning is gradually increasing.The government has strengthened the management measures for the problem of burning straw in rural areas,but it has caused the dissatisfaction and conflict of some farmers.Now it has become a common phenomenon that the government forbids the burning of straw in rural areas but repeatedly forbids it.In this paper,s village in Henan Province is chosen as the investigation site.The problem of straw burning is very serious in Henan Province,which is a major food province.The basic materials of this paper come from the field investigation of local villagers in s village and the interview of relevant government personnel who understand the management of straw burning in S County.This paper analyzes the construction process of straw burning pollution from the perspective of environmental construction theory.From the perspective of environmental constructionism,"straw burning" environmental problem is not only a long-standing environmental problem in the ecological sense,but also a process of continuous construction by social subjects.This study starts from the government and villagers,the two most important construction subjects.On the one hand,it studies the behavioral strategies and logic behind the government’s construction of burning straw as an environmental pollution problem;on the other hand,it studies the response strategies and behavioral logic of villagers as the "responsible subject" of straw burning when facing the policy of prohibiting burning straw.To find out the differences between the government and the villagers in the process of straw burning environmental problems,and to reveal the reasons why it is difficult to ban burning straw.Finally,a suitable road for straw treatment in s village was found.In the process of the construction of straw burning problem,this study found that: first,from the perspective of the construction of the problem of straw burning,thanks to the special geographical environment of village s,after the introduction of the policy of prohibiting straw burning,the villagers still have operational space to deal with straw burning,but they do not show a clear resistance attitude to the prohibition of straw burning.Although this behavior is rational,it is passive The problem of straw can not be solved completely.Second,from the perspective of the government’s construction of straw burning,the government is eager to directly solve the problem of straw burning,so it ignores the construction steps of straw burning environmental problems,such as capital,technology,publicity,etc.,and fails to communicate with the farmers in place,without the understanding and support of the villagers,which leads to the difficulty of burning ban.Thirdly,from the perspective of the nature of straw burning,straw burning is complex,involving fire safety,rural construction and rural waste treatment.At present,it is not enough to solve it as a single environmental pollution problem.Fourth,from the perspective of the local production and living environment of s village,the perception of urban residents and villagers on burning straw is totally different,so more consideration should be given to the actual living environment of the villagers.The treatment of straw between the government and the villagers is not contradictory in nature.On the contrary,the attitude of both sides shows that the government and the villagers need to further cooperate to solve the problem of straw treatment.Therefore,the solution proposed in this paper is that the government helps the s village to carry out large-scale breeding and encourages and supports the agricultural products trading and rural market. |
