The manufacturing industry is an indispensable part of China’s construction of a modern economic system.It is particularly important and urgent to promote its development to high quality.The strategic document "Made in China 2025" clarifies the three major development directions of the manufacturing industry: intelligence,greening and service,and green innovation as the integration point of the two strategic principles of "innovation-driven" and "green development" in the document,will be in the economy Under the new normal with severe downward constraints and resource and environmental constraints,it provides impetus for the high-quality development of China’s manufacturing industry.Therefore,research on green innovation is of great significance to promote the development of manufacturing industry to high quality,and then to achieve China’s entry into the ranks of manufacturing powers.This paper studies the specific impact of green innovation on the quality of manufacturing development based on the perspective of regional heterogeneity.First of all,the article combs and reviews existing research results both at home and abroad for the research object.On this basis,this article conceptually defines both green innovation and manufacturing development quality,and then analyzes the impact mechanism of green innovation on manufacturing development quality from different stages.Secondly,this paper uses the Super-NSBM model containing undesired output to measure the green innovation efficiency of Chinese manufacturing companies from2001 to 2016,and uses the Malmquist index method to measure the total factor productivity of the manufacturing industry to measure the quality of manufacturing development,and uses the fixed effect.The model performs regression analysis on the relationship between green innovation and manufacturing development quality.The empirical results show that:(1)At the national level,the overall efficiency of green innovation efficiency in China has slowly increased,and the regional difference pattern has gradually shifted from the initial two stages of "East-Central,West,Northeast" to the final stage of "East-Central-"Northeast and West" three steps difference.(2)Green innovation can significantly promote the quality of manufacturing development.The impact of green R&D efficiency on the quality of manufacturing development presents a "U" shaped curve relationship.The efficiency of transformation of green scientific and technological achievements is positivelypromoting the quality of manufacturing development.(3)From the perspective of regional heterogeneity,in the green R&D stage,the impact of green R&D efficiency on the development quality of manufacturing in the eastern,central,western,and northeastern regions all presents a "U" characteristic,and the eastern region has crossed the "threshold",Northeast China has the advantage of giving priority to inflection points.During the transformation of green technology achievements,the conversion efficiency of green science and technology achievements in the eastern and northeastern regions has a positive effect on the quality of manufacturing development,but it is not significant in the west.However,for the central region,the conversion efficiency of green science and technology achievements has inhibited the quality of manufacturing development.Finally,policy recommendations are made based on empirical results.
