| Counterpart support,as a regional policy with Chinese characteristics,has played an important role in promoting the development of less-developed regions,reducing regional disparities in China,and strengthening exchanges among ethnic groups in the region.Due to the uneven spatial and temporal distribution of water resources,Xinjiang is less suitable for construction land.Coupled with the high cost of resource utilization and the fragile ecosystem and environment,Xinjiang’s industrialization and urbanization are facing huge challenges.In the process of industrialization and urbanization,Xinjiang needs to coordinate the relationship between economic development and resources and the environment,and avoid the old road of "polluting first,then treating".Under the development guidelines of"high-quality development","green development",and "sustainable development" in the new era,in counterpart support,we must not only achieve economic and social development results,but also pay attention to the environmental results.This article considers the implementation of the counterpart support policy as an experiment,taking industrial sulfur dioxide emissions as negative environmental indicators,and uses synthetic control method to evaluate the impact of counterpart support policy on Xinjiang’s per capita industry SO2 emissions.Studies show that:(1)Counterpart support policies have increased Xinjiang’s per capita industry’s SO2 emissions,and this effect is statistically significant.(2)Since 2010,Xinjiang’s per capita industrial SO2 emissions from counterpart support have continued to increase,and will decline after reaching its peak in 2014.This shows that counterpart support policies have increased Xinjiang’s per capita industry’s SO2 emissions,and after 2014,this increase trend has reversed.This reflects the effectiveness of the follow-up of environmental protection assistance to Xinjiang,especially the prohibition of "three high" projects from entering Xinjiang,which has controlled Xinjiang’s industrial emissions.(3)Counterpart support policy has a significant positive impact on the proportion of Xinjiang’s "three high"output value.This may be because Xinjiang is rich in resources and energy,and the development of resource-based industries has comparative advantages.The 19 provinces and cities participating in the support are more inclined to support and invest in the "three high-type" industries.(4)The gap between the "three high" output value ratio of Xinjiang and Synthetic Xinjiang’s industry "expands first and then narrows" is in line with the trend of the"Performance SO2" emission gap between Xinjiang and Synthetic Xinjiang’s per capita industry“extends first and then decreases",And the turning point occurred in 2014.It shows that in the counterpart support,the increase and decrease of the proportion of Xinjiang’s"three high" output value is closely related to the increase and decrease of Xinjiang’s per capita industrial SO2 emissions.In this regard,This article puts forward relevant policy recommendations for coordinating and handling the relationship between economic development and resource environmental protection in aiding to Xinjiang. |
