Research On Holistic Governance Of Municipal Solid Waste Classification In Xi’an

At present,the problem of garbage siege has become an urgent problem for many cities in China.The classification of urban domestic garbage is an important way to break the siege of garbage and an inevitable choice for protecting the ecological environment.According to the actual situation,the limited waste treatment technology has long been unable to meet the increasing production of urban domestic waste,which has resulted in the reality of tight environmental capacity has not yet reached a fundamental turnaround.Against this background,the party and the state are also actively formulating and implementing policies and concepts for waste sorting and management,trying to strengthen their leadership of ecological environmental protection comprehensively.Municipal solid waste classification and management is an important aspect of the development of circular economy.Garbage classification can effectively achieve the reduction,recycling and harmlessness of garbage,and enhance the sustainable development capacity of the ecological environment on the basis of saving resources and protecting the environment.In the process of urban domestic waste sorting and disposal,how the government grasps the scale and chooses the mode is related to the effectiveness of the governance directly or indirectly.The thesis takes holistic governance as the research perspective.Firstly,it sorts out and analyzes the relevant literature on the classification and treatment of urban domestic waste in Xi’an,and points out the significance and value of this research.Secondly,it discusses the overview of the classification and governance of urban domestic waste in Xi’an,points out the exogenous and endogenous driving forces and explains the current status.Thirdly,through descriptive analysis and summary of the survey data to affirm the effectiveness of Xi’an’s municipal solid waste classification and management,pointed out that there are dilemmas such as inefficient coordination of the main body,chaotic recycling process and backward management methods in this process,and summarizes the generation mechanism on the basis of analysis of the appearance of governance dilemmas with the holistic governance theory elements.Following this,the author talked about the choice of the overall management model for the classification of urban household waste in Xi’an,highlighting the advantages of holistic governance.Finally,the author discusses the overall management path of urban household waste classification in Xi’an from clarify the rights and responsibilities management among multiple subjects to achieve a holistic governance network,focus on the public and improve the value orientation of "managementism" and take the holistic orientation to overcome the dilemma of fragmented management and use information support to optimize garbage management,expect to enhancing the holistic governance capacity and level of urban waste classification in Xi’an.
