| In the period of the economic downturn of the macro economy,China is facing brand new social contradictions,economic construction tasks and development goals.The quality and efficiency of the government’s exercise of its own functions are of great significance for promoting the country’s macro development and improving the people’s living standards.This is closely related to the human resources management in the public sector.With the continuous development and improvement of the outsourcing mechanism,the public sector has made full use of the human resource outsourcing mechanism and achieved good results in the process of performing its functions.With the economic and social development and the transformation of government functions,the public sector urgently needs to optimize and reform the existing human resource outsourcing mechanism,so as to enhance the marketization of the human resource outsourcing mechanism and significantly improve the service quality and efficiency of the public sector.This article takes the public sector human resources outsourcing in Kunming,Yunnan Province as the research object,and uses the questionnaire survey method,interview method,field research method,case analysis method and other different methods to deeply analyze the development status and practical problems of its human resource outsourcing mechanism,relying on public management,the mature theories of sociology and public management such as theory and principal-agent theory,taking Kunming Environmental Protection Bureau as a research sample,comprehensively study the development status of its human resource outsourcing,and analyze the problem through questionnaire surveys and interviews.The problems of human resources outsourcing in the Kunming Environmental Protection Bureau are analyzed,including inconsistent and incomplete laws and regulations,vague goals and specific concepts,lack of outsourcing access and supervision mechanisms,and defects and loopholes in the human resources outsourcing system.Analyze from policies,outsource,and the public sector.Combined with the inspiration of domestic and foreign experience,it puts forward suggestions for improving the level of human resources outsourcing work in the public sector in Yunnan Province.Specific suggestions include improving the local government’s attention to human resource outsourcing work,improving the management level of local public sector human resource outsourcing,and improving the public sector.In-depth communication with third-party outsourcing agencies.This article puts forward scientific countermeasures and optimization suggestions for improving human resource outsourcing in Kunming,Yunnan Province,with a view to providing useful references for promoting the transformation of public sector functions and accelerating the construction of a "service-oriented government."... |
