Study On Risk Management Of The Integrated PPP Project In Panlong District,Kunming City

In the decision adopted at the Fourth Plenary Session of the 19 th CPC Central Committee,it stressed the need to improve the national basic public service system.PPP model is an important carrier to build a modern government governance system,innovate administrative methods,and improve administrative efficiency.To develop and improve PPP model,it can optimize government functions,promote the reform of "deregulation service",stimulate the vitality of market subjects,especially private capital,guide social capital to better participate in the construction of basic public service system,and build a community of social governance significance.Environmental sanitation is an important part of urban public services.With the acceleration of urbanization in China,the contradiction between the backward municipal environmental sanitation facilities and equipment,large project investment,long return cycle and serious shortage of government investment is increasingly prominent.By introducing PPP mode,introducing social capital,reducing the financial pressure of the government,and transforming the status of the government as the "provider" of public goods or municipal services into the status of "supervisor",it is of great practical significance to realize the "separation of management and management".However,the potential risks of sanitation PPP project increase because of its large investment scale,long operation cycle and many uncertain factors.Therefore,the effective management of project risk will be the key to the smooth implementation of sanitation PPP project.On the basis of previous studies on the application of PPP mode,this paper combs the relevant theories of PPP mode,summarizes the current application status of PPP mode,analyzes the existing problems in practice,and puts forward countermeasures to effectively reduce the risk of PPP mode.Taking the environmental sanitation PPP project in Panlong District,Kunming City,Yunnan Province as an example,this paper systematically expounds and analyzes the risk factors identification,risk measurement and evaluation,risk allocation,risk management and control,risk research methods and application fields of environmental sanitation PPP project,and puts forward the further research direction of environmental sanitationPPP project risk management.One belt,one road strategic framework is being developed to build a regional core city in Southeast Asia,Kunming city and Kunming city.The advantages and disadvantages of the PPP model are studied in depth.It can provide the PPP project for the integration of sanitation and sanitation.The experience and reference with strong pertinence and operability have certain guiding significance and reference value for deepening the practice and application of PPP project of environmental sanitation integration.
