Problems And Countermeasures Of The Policy Implementation On Grid Environmental Supervision In Counties

Since the reform and opening up,China’s economy has achieved rapid growth,but it has also caused problems such as excessive resource consumption and environmental degradation.The subsequent "pollute first,then treat" development approach led to serious environmental pollution problems in water,soil,and the atmosphere.For these problems,it is obviously difficult to effectively meet the regulatory requirements in the new environment by relying only on the monitoring mechanism of the ecological environment department.How to effectively improve the effectiveness of environmental supervision has become a serious challenge for ecological environment governance in the new environment.The grid-based environmental supervision is exactly the environmental supervision mode that should be produced in response to such real needs.Research on grid-based environmental supervision has practical and theoretical significance for strengthening ecological environmental protection and environmental supervision,and it can also provide some guidance and reference for local environmental supervision model innovation.With the rapid development of the grid-based environmental supervision system and the continuous development and optimization of the supporting supervision system,the capacity building of grass-roots working mechanisms,law enforcement guarantees,and risk management and control have achieved relatively satisfactory development effects.There are still some problems in the theory and practice of the environmental supervision and control.This article takes the problem-analysis problem-solving problem as the logical main line,and analyzes the implementation status of the grid-based environmental supervision policy in H County of Sichuan Province from the aspects of system construction,system operation,and system guarantee.In the process,there are weaknesses such as weak grid capacity building,inadequate grid system mechanism,and grid system guarantee.The reasons for this are insufficient grassroots grid capabilities,inadequate integration of sections,one-sided concepts of performance,weak awareness of corporate environmental subject responsibility,and low public participation.Finally,in order to optimize the grid-based environmental supervision of H County in Sichuan Province,policy suggestions were proposed to strengthen the grid-based environmental supervision team’s ability,form a complete supervision system,and improve the overall level of refinement.In addition to the introduction and conclusion,the full text is divided into four parts.The first part: Interpretation of related concepts and theories.Determine the relevant concepts,and explain the theoretical connotations of public goods,government regulation and refined management.The second part: Analyze the implementation status of grid-based environmental supervision policy in H County of Sichuan Province.Analyze the current environmental quality and supervision status of H County in Sichuan Province,and focus on the detailed progress of grid-based environmental supervision policies in H County,Sichuan Province.The third part discusses the problems and their causes in the implementation of the grid-based environmental supervision policy in H County,Sichuan Province.Based on the analysis of the implementation of the grid policy in H County of Sichuan Province,the number of grass-roots grid personnel is insufficient,the comprehensive quality is not high,the long-term mechanism has shortcomings,and the information construction is lagging.Analyze the causes of the problems such as block integration,performance concept,corporate environmental subject responsibility,and public participation.The fourth part: Put forward countermeasures to improve the implementation of county grid environmental monitoring policy.Propose policies in terms of strengthening the construction of environmental supervision grid members and environmental supervision law enforcement teams;improving and perfecting the supervision and assessment mechanism,accountability mechanism,and public participation mechanism;creating a unified grid work platform for environmental supervision,and standardizing grid environmental supervision behaviors Suggest.
