Problems And Solutions Of Grass-roots Environmental Management

Grassroots environmental management plays a fundamental role in overall ecological environment management of China.Taken L county of Shandong Province as the research object,this paper comprehensively uses interactive governance and other relevant theories to analyze the current situation of environmental pollution and management in L county.It points out the problems and causes existing in the ecological environmental protection and management of L county,and puts forward corresponding countermeasures and suggestions,which also provides a new way to solve the grassroots environmental management problems in southern or the whole Shandong Province.At present,there are still some problems in the grassroots environmental management in China,such as imperfect laws and regulations,poor constitution of environmental management,weak ability of environmental supervision and law enforcement,Imperfect mechanism of environmental management,and lack of environmental awareness of enterprises and the masses.This paper puts forward some solutions to these problems.First,optimizing the top-level design from the aspects of improving the relevant laws and regulations and standards system,optimizing economic incentive policies,improving supervision and assessment and reward and punishment mechanism,to provide protection for grass-roots environmental management from the macro level.Second,Second,exploring the environmental protection system reform under the background of vertical reform.On the one hand,local environmental protection organizations should carry out the practice of monitoring and law enforcement vertical reform,and on the other hand,the government should explore the way to build grid environmental supervision system.Third,strengthening the capacity building of environmental infrastructure,so as to strengthen the construction of law enforcement and intelligent environmental protection platforms.to provide human and technical support for grass-roots environmental management.This initiative provides both human and technical support for grassroots environmental management.Fourth,establishing an efficient working mechanism.We should strengthen oversight in advance and tighten environmental access,establish an in-and-out oversight mechanism that is "double-random and one open," and improve public crisis management and risk prevention and control mechanism,so as to form an efficient internal work mechanism,Fifth,establishing a model of "multiple governance" featuring administrative,market and social cooperation to create a good atmosphere for people to participate in environmental protection.
