Since the reform and opening up,China’s economy has experienced a stage of development from high speed to medium speed.Environmental pollution caused by the mode of production with high pollution and high energy consumption is increasingly prominent.It is extremely urgent to address the contradiction between environmental protection and economic growth.Manufacturing industry is the pillar industry of China’s national economy.Promoting clean production and green technology innovation in manufacturing industry is not only related to the sustainable development of manufacturing enterprises,but also related to the realization of "win-win" goal of economic environment.As an important means to control pollution emission and improve ecological environment,environmental regulation is of great significance to promote green technology innovation in manufacturing enterprises.Therefore,to realize the transformation from a manufacturing power to a manufacturing power,it is necessary to give full play to the important role of environmental regulation policies,promote green technology innovation of manufacturing enterprises,and realize the transformation and upgrading of manufacturing industry.This paper focuses on the "Porter Hypothesis" and studies the direct and indirect mechanisms of environmental regulation and green technology innovation.By constructing the pollution intensity index system and environmental regulation comprehensive evaluation system of the manufacturing industry,27 manufacturing industries are divided into heavy,medium and light pollution industries,and the relationship between environmental regulation intensity and pollution intensity of each industry is analyzed.The GML index method is used to measure the level of green technology innovation in various industries in 2006-2016,and the green technology innovation is decomposed into technological progress and technical efficiency,and the level of green technology innovation development in China’s manufacturing industry is further analyzed.The panel vector autoregressive model is used to demonstrate the direct and indirect mechanism of environmental regulation on green technology innovation.Through theoretical and empirical studies,the following conclusions can be drawn:(1)The environmental regulation intensity of heavily polluted industries is much higher than that of moderately polluted industries and lightly polluted industries.The higher the pollution intensity of manufacturing industries,the stronger the environmental regulation intensity will be.(2)The GML index of green technology innovation in manufacturing industry has obvious characteristics of stages and is on the rise as a whole.Technological progress is the main force driving the improvement of green technology innovation ability,and technical efficiency restricts the improvement of green technology innovation ability.(3)The improvement of green technology innovation is a dynamic process,from the direct effect of environmental regulation on green technology innovation:the effect of environmental regulation on manufacturing enterprise green technology innovation has a positive role in promoting,moderate pollution industry and the pollution of manufacturing industry of green technology innovation has a short-term boost,to the heavy pollution of manufacturing enterprise green technology innovation with short-term inhibitory effect,has a promoting effect for a long time.From the perspective of indirect effects,environmental regulation promotes green technology innovation through three transmission paths of influencing foreign direct investment,enterprise scale and human capital level,and restrains green technology innovation through influencing enterprise profit rate.
