Garbage has been around since the dawn of man.At first the disposal of garbage was a matter of throwing it away in the oceans and marshes.But as productivity continued to improve and the volume and complexity of domestic waste generation continued to increase,the issue of urban waste disposal began to come to the fore.In response,Xi Jinping,who presided over the 14th meeting of the Central Financial and Economic Leading Group,proposed that the widespread implementation of a garbage classification system is related to the improvement of the living environment for more than 1.3 billion people and the ability of garbage to be reduced,resourced and disposed of harmlessly.The Government is primarily responsible for the management of domestic waste,and should play a leading role in coordinating with enterprises,social organizations and city residents to promote waste separation and solve the problem of garbage siege.Nanjing,as a new first-tier city,has a strong economy,but with a high population density and crowded space per capita,it faces tremendous pressure on urban domestic waste disposal.At the same time,Nanjing is also the first batch of pilot cities in China to implement waste classification policy,and after many years of practice,the problems reflected by a certain degree of typicality,worth exploring.Therefore,this dissertation takes Yaohua Street in Nanjing City as an example to conduct a case study on the management of municipal household waste classification.By comprehensively analyzing the current situation and the existing problems of the Yaohua household waste classification management in Nanjing,it is dedicated to proposing the optimized path of Nanjing’s household waste classification management,which will contribute to the construction and improvement of the city’s household waste classification management in China.The dissertation is mainly divided into seven parts.In the first part,the practical and theoretical significance of this dissertation is discussed starting from the research background of urban domestic waste classification and management,summarizing the research results and current situation of domestic and foreign research on waste classification and management,and introducing the research content,research methods and innovation points of this dissertation one by one.The second part focuses on the definition of the concepts of urban domestic waste and urban domestic waste classification,as well as the elaboration of the key supporting theories of the dissertation:the theory of circular economy,the theory of public goods and the theory of government functions.In the third part,through literature collection,field survey and other research methods,we will analyze and summarize the institutional settings,relevant policies,management processes,participation subjects and other status quo of urban domestic waste classification management in Yaohua Street,Nanjing,as well as the stage results achieved.In the fourth part,a comprehensive analysis of the problems of Nanjing Yaohua’s municipal waste classification and management system,such as the fragmentation of management system,incomplete performance of government-led function and limited financial investment,and low participation of non-governmental entities,is carried out.In the fifth part,by analyzing and sorting out the practices of urban domestic waste classification and management in developed countries and regions at home and abroad,such as Japan,Taipei,etc.,and summarizing their excellent experience,it will give Nanjing some inspiration and reference for urban domestic waste classification and management.In the sixth part,on the basis of the problem analysis,we try to give reasonable countermeasures and suggestions in three aspects,namely,integrating the management system,strengthening the leading role of the government,broadening the sources of funding and promoting the participation of non-governmental subjects,and then form a joint effort to promote the smooth development of the management of domestic waste classification.The seventh part of the dissertation is a corresponding summary of the previous part of the dissertation.
