Currently,resource scarcity and environmental degradation have become global challenges,not only causing great inconvenience to residents’ daily lives,but also posing potential threats to their physical and mental health,and hindering the sustainable development of China’s economy and society.Due to improper disposal of household waste,it has led to resource scarcity and environmental pollution.Therefore,classifying,recycling,and harmless disposal of household waste is not only a necessary measure to protect the environment,but also a key to resource conservation.At present,domestic Waste sorting has achieved preliminary popularization in China,and basically achieved full coverage of Waste sorting.However,the domestic Waste sorting classification and management mechanism at the county(city,district)level has not been fully rationalized.The classification of domestic Waste sorting is of great significance for protecting our environment.Every public,whether government or individual,should actively participate in it and take their own responsibility.Therefore,this article will focus on discussing how to improve government management,promote the common participation of the entire society,and achieve a greener future.Based on the new public governance theory and seamless government theory,this paper takes Yongjia County of Zhejiang province as a sample to study the current situation and problems of classified management of domestic waste,and through the optimization of government responsibility to improve the classified management of domestic waste to explore.Through Systematic Literature Review,questionnaire survey and in-depth interviews,it was found that the main challenges in the management of Domestic Waste Classification in Yongjia County are: the lack of public awareness of waste classification;The implementation ability of the government in waste classification is insufficient,and the waste classification system lacks perfection and low level of specialization,so there are problems.Analyzing the above problems,the main reasons are as follows: the imperfect law and policy,the unfulfilled responsibility of supervision,the difficulty of government financial investment to meet the needs of urban and rural development,and the unitary classification subject.Based on the above analysis and summary,and in the light of the actual situation in Yongjia County,this paper puts forward four countermeasures: first,by optimizing the legal system,the second is to establish a seamless operation mechanism for waste classification,and improve the policy guarantee by refining the policy system of the whole process,making clear the allocation system of rights and responsibilities of the main body,and establishing an incentive mechanism for waste classification,the third is to widen the capital channels by enriching the financing channels and levying garbage tax,and the fourth is to strengthen the business level of the management team at all levels,the introduction of non-governmental forces to invigorate the waste classification management model and other measures to build a multiagent participation pattern. |
