Research On The Legal Mechanism Of Inter-provincial Pollution Control In The Yangtze River Economic Belt

The establishment of a legal mechanism for coordinated governance of inter-provincial pollution in the Yangtze River Economic Zone is the institutional guarantee for the complete solution of inter-provincial pollution in the Yangtze River Economic Zone in the future.my country’s current laws have made relevant provisions for the coordinated governance of inter-provincial pollution in the Yangtze River Economic Zone.The "Yangtze River Protection Law",as my country’s first river basin special law,has established a set of regional coordination mechanisms for the coordinated governance of inter-provincial pollution in the Yangtze River Economic Zone.The results are of great significance.The "Yangtze River Protection Law" has been implemented,but the inter-provincial pollution control of the Yangtze River Economic Belt still has certain pain points and difficulties.For example,after the "Yangtze River Protection Law" is implemented,the supporting legislation and systems are not perfect,and the inter-provincial horizontal river basin ecological compensation system is not sound.,The lack of the "Intergovernmental Cooperation Law" and the irregular public participation system have led to the fact that the inter-provincial pollution control in the Yangtze River Economic Belt is more false than true.The effective advancement of inter-provincial pollution control in the Yangtze River Economic Belt urgently needs a sound legal mechanism to support it.The United States Tennessee River Basin cross-administrative pollution coordinated governance has built a mature legal mechanism.Its legal mechanism construction experience is:establishing a systematic legal mechanism,implementing special river basin legislation,establishing a public coordinated governance system,and formulating a unified river basin interstate agreement.Based on the experience of the construction of a legal mechanism for coordinated pollution control in the Tennessee River Basin in the United States,combined with the national conditions of water pollution control in the Yangtze River Economic Zone,the countermeasures and suggestions for the improvement of the legal mechanism for coordinated pollution control in the Yangtze River Economic Zone are proposed.First,the supporting legislation and systems for the implementation of the Yangtze River Protection Law should be improved;secondly,the horizontal ecological compensation system for inter-provincial river basins should be improved;third,the Intergovernmental Cooperation Law should be formulated.Finally,improve the public collaborative governance system.
