Research On Evaluation And Improvement Strategy Of Emergency Management Of Natural Disasters

As an important part of public management,government emergency management is an indispensable content in the field of public management in China.In recent years,natural disaster emergencies occur frequently in China,which brings serious challenges to the functions of governments at all levels.Natural disasters generally have obvious seasonal and regional attributes,and local governments at city and county levels often assume the main responsibility of natural disaster emergency management.There are many natural disasters such as earthquakes and floods in Shaanxi Province,which threaten people’s lives and property them safety,and put forward higher requirements for the emergency management ability of local governments.In this paper,the municipal local government emergency management as the research direction,in-depth study and analysis of the current construction level of local governments in disaster emergency management,combined with the natural disaster management situation of Shangluo City over the years and the severe rainstorm event in August 2020,starting from the case analysis,we can understand the current local government disaster management situation in China,and ensure the timeliness and pertinence of the research and analysis It is practical.Firstly,this paper clarifies the concepts of natural disasters and emergency management,discusses the related theories,elements and principles of crisis management and public governance,so as to lay a theoretical foundation for the following analysis.Then,with the methods of literature research and case study,this paper studies and analyzes the natural conditions,disaster situation,and emergency management system construction of Shangluo city.Combined with the emergency preparation,emergency response,emergency rescue and post disaster reconstruction of Shangluo City in August 2020,the construction of emergency warning mechanism,resource guarantee system and information system of Shangluo city government is discussed And so on.At the same time,drawing on the construction of foreign emergency management system,this paper puts forward suggestions for local governments to improve their emergency management capacity.Based on the field investigation and analysis,combined with the views and achievements of various materials,the following construction ideas are put forward for the natural disaster emergency management of Municipal Local Governments in China: first,improve the construction of natural disaster emergency management organization,give full play to the emergency management function,and realize the efficient operation of emergency management;second,improve the emergency plan of natural disasters to ensure that the government can The third is to improve the construction of natural disaster emergency management information system to improve the efficiency of government emergency management;the fourth is to improve the ability of natural disaster prevention and response by optimizing the construction of natural disaster emergency management team.
