Research On The Problems And Solutions Of Emergency Collaborative Management Of Natural Disasters In Yaan District

In recent years,our country has been seriously impacted by natural disasters.Frequent natural disasters have seriously restricted the sustainable development of economy and society.The management of natural disasters is a long-term,systematic and comprehensive project,which is one of the important functions of government departments.However,the government departments alone can not achieve effective management,we must mobilize the whole community to participate.Ya’an City is located in the transitional zone from Sichuan Basin to Qinghai-Tibet Plateau.Its geographical environment is complex and changeable.Faced with the severe situation of disaster prevention,mitigation and relief,it is an urgent task to analyze the problems faced by the current emergency management,and it is necessary to take corresponding measures to improve the efficiency of collaborative management and enhance the capacity and level of natural disaster management.Based on the study of natural disasters in Ya’an City,this paper aims to enrich the existing research results,and tries to explore the way to improve the ability of emergency cooperative management of natural disasters from a deeper level,so as to make the theoretical results play a role in the practical work and effectively enhance the ability of disaster prevention and reduction.Based on the theory of crisis management and collaborative governance,this paper sorts out the existing research results,clarifies the development vein of collaborative governance for natural disasters,grasps the limitations of current research,and regards it as the starting point and the starting point.By using the methods of literature analysis,case analysis,interview and investigation and other specific research methods,this paper analyzes the current situation of the coordinated emergency treatment of natural disasters in Ya’an City,and finds out the existing problems: first,the organizational system for the coordinated emergency treatment is imperfect,the mode of the coordinated emergency treatment is relatively passive,the sharing of information on the coordinated emergency treatment is not high,and the foundation for the coordinated emergency treatment is weak.The reasons behind the research and in-depth analysis of these problems are as follows: weak awareness of emergency collaborative governance,imperfect system construction for emergency collaborative governance,imperfect normalization mechanism for emergency collaborative governance,and inadequate comprehensive guarantee for emergency collaborative governance.In order to solve the problems existing in the emergency management of natural disasters in Ya’an city and bring into play the role of collaborative management,this paper puts forward some countermeasures and suggestions from the following four aspects: to enhance the awareness of all subjects involved in the emergency management,to improve the level of rule of law in emergency management,to strengthen the mechanism construction of emergency management,and to provide a new perspective for natural disaster management.
