Research On Government Emergency Management In Natural Disaster Event

Due to geographical location,climate and other factors,China is a country with frequent natural disasters in the world,which not only affects economic growth,does great harm to social stability and development,but also poses a great threat to people’s life safety.At the same time,with the rapid development of China’s economy,the continuous acceleration of the urbanization process,the expectations of the masses for disaster prevention and mitigation have become more and more urgent,requirements have been further improved,various emergency measures are urgently needed to be efficiently implemented by relevant departments and units.On this basis,whether the party and the government can effectively respond to natural disasters has also become an indispensable standard to test their management capacity emergency response capacity and service capacity.In 2018 and 2019,Shouguang,a town in Weifang,Shandong province,suffered from floods for two consecutive years with heavy losses,exposing the Shouguang government’s prominent problems in disaster prevention and mitigation emergency management.Therefore,this paper combines with the case,to analyze problems and countermeasures of government emergency management.Based on the concept of natural disaster,emergency management,the whole process of government emergency management,risk management theory,,crisis life cycle theory,emergency management theory,analyzes the government emergency management.First,this paper points out that the Shouguang government’s progress and achievements in coping with natural disasters,and contrasts with the two years of losses,analyzes the problems that exist in the three links,"before the disaster,during the disaster,after the disaster",including the incomplete emergency management system,the insufficient support of emergency supplies,the lack of effective cooperation between departments,the failure to give full play to the role of information disclosure and public opinion guidance,etc.And further analyzes the causes of the problem,including the lack of crisis awareness,the neglect of emergency publicity,education and training,the conflict resolution responsibility is’ t strong,etc.Meanwhile,through the introduction and reference of successful experience of emergency management in foreign cities,to put forward the countermeasures to improve the whole process emergency management of natural disaster,including strengthening organizational system construction,improving monitoring and forecasting ability,guiding nongovernmental forces in fighting and providing disaster relief and conducting effective summary evaluations,etc.
