In today’s society,the problem of air pollution caused by excessive carbon emissions has attracted much attention.In order to alleviate the problem of air pollution,all sectors of society have pursued energy conservation and emission reduction policies in an effort to contribute to carbon emission reduction.The Chinese government’s determination to reduce carbon emissions is also very firm,ensuring that the carbon emissions per unit of GDP will be reduced by 40%-45% by 2020 compared to 2005.The Beijing-Tianjin-Hebei city is located in the central area of the Bohai Rim Economic Zone,which strongly supports China’s economic development,and is also a strategic economic zone of ecological livability,green and low carbon that China is pursuing.However,Beijing-Tianjin-Hebei cities still face serious air pollution problems,especially the extremely bad weather such as smog in recent years has been haunting the lives of residents and restricting economic development.Therefore,it is of great significance to promote low-carbon development in Beijing-Tianjin-Hebei cities.The dissertation aims to improve the carbon emissions efficiency of Beijing-Tianjin-Hebei cities,and takes the carbon emissions of Beijing-Tianjin-Hebei cities as the research object,in accordance with "carbon emissions measurement and analysis-carbon emissions efficiency measurement and analysis-carbon emissions efficiency influencing factors measurement and analysis" Based on the previous research,based on the previous research,fully consider the correlation between Beijing,Tianjin and Hebei’s carbon emissions,calculate and analyze the efficiency of carbon emissions,and finally combine carbon Influencing factors of emission efficiency put forward reasonable suggestions to improve carbon emission efficiency.The research contents of this article are as follows:(1)Based on the understanding of the Beijing-Tianjin-Hebei regional environmental profile,the carbon emissions of Beijing-Tianjin-Hebei cities from 2006 to 2017 were calculated and analyzed.The results show that the overall carbon emissions in the Beijing-Tianjin-Hebei region show a steady growth trend.Except for Beijing,the carbon emissions of Beijing-Tianjin-Hebei cities show an increasing trend.Among them,Tianjin,Shijiazhuang,and Tangshan have larger growth rates,and there are large differences in carbon emissions between cities.The trends of per capita carbon emissions and total carbon emissions in Beijing,Tianjin and Hebei cities are almost the same,and all cities except Beijing show a steady upward trend.The carbon emission intensity of Beijing-Tianjin-Hebei cities has shown a downward trend.There is a large difference in the carbon emission intensity of each city,and Tianjin has thehighest carbon emission intensity,reflecting the imbalance of economic development among cities.(2)Using the CCR model and the SBM model considering undesired output,the carbon emission efficiency of Beijing-Tianjin-Hebei cities was measured and analyzed from the static aspect.The results show that there are significant differences in carbon emission efficiency of 13 cities in Beijing-Tianjin-Hebei.The average carbon emission efficiency of Beijing,Tianjin and other cities from 2006 to 2017 is greater than 0.8,which is closer to the effective level of efficiency1.The carbon emission efficiency values of other cities are less than 0.8,and the lowest carbon emission efficiency value is as low as 0.411.These areas should actively take relevant measures to improve carbon emission efficiency.The carbon emission efficiency calculated by the CCR model is generally lower than the efficiency value calculated under the SBM model,which indicates that the negative effect of carbon dioxide as an unintended output will affect the efficiency value,which will reduce the carbon emission efficiency value of Beijing-Tianjin-Hebei cities.Therefore,incorporating carbon emissions into the output indicators of Beijing,Tianjin,and Hebei’s urban carbon emission efficiency calculations has some guidance.(3)Using the Malmquist productivity index model to measure the carbon emission efficiency of Beijing-Tianjin-Hebei from a dynamic perspective,the results show that from a time series perspective,the average Malmquist index from 2006 to2017 is 1.004>1,indicating that Beijing-Tianjin-Hebei urban carbon emission efficiency is present rising trend.Judging from the two decomposition values of the Malmquist index,the average value of the EC index is 0.978<1,the technical efficiency shows a downward trend,the average value of the TC index is 1.026>1,and the technological progress shows an upward trend.It can be seen that technological progress is promoting the carbon Factors that increase emissions efficiency.From the perspective of spatial distribution,the Malmquist index of 7cities including Beijing,Tianjin,Shijiazhuang,Tangshan,Baoding,Cangzhou,and Hengshui is greater than 1,and the carbon emission efficiency shows an upward trend.The remaining 6 cities are Malmquist If the index is less than 1,the carbon emission efficiency is decreasing.(4)The Tobit model was used to conduct a regression analysis on the influencing factors of Beijing,Tianjin,and Hebei’s carbon emission efficiency.The results showed that: the level of economic development,technological progress,and environmental governance capabilities played a positive role in promoting the carbonemissions efficiency of Beijing,Tianjin,and Hebei;The degree,population size,and industrial structure have a negative inhibitory effect on the carbon emissions efficiency of Beijing-Tianjin-Hebei cities.
